About this file
This is a Non-Profit Funding Plan document for Clay County, Florida, establishing a competitive grant program administered by the Non-Profit Funding Committee (NPFC) comprising appointed county staff, the Director of Community & Social Services, and the Director of Grants. The program solicits applications from registered 501(c)(3) organizations providing services to Clay County residents, with applications released on October 1, 2024, and a submission deadline of October 31, 2024. The NPFC will conduct initial application reviews during the first week of November 2024, followed by scoring meetings on November 15, 2024, with final Board of County Commissioners (BCC) selection and announcement on November 26, 2024. Contracts and agreements must be executed by December 31, 2024, and final reports with presentations to the BCC are due in August 2025. All applicants must maintain enrollment in the Clay County Referral System and submit comprehensive documentation including 501(c)(3) determination letters, IRS Form 990, organizational budgets, leadership resumes, project timelines, and project budgets.
The total funding allocation for the program is $300,000 distributed across three tiered funding levels: Tier 1 of $15,000 for six organizations, Tier 2 of $45,000 for three organizations, and Tier 3 of $75,000 for one organization. Applicant organizations are evaluated on a 100-point scoring matrix assessing general information and application requirements (20 points), organizational capacity (15 points), scope and design of project (20 points), justification (15 points), sustainability (10 points), operational versus project budget ratios (10 points), and collaboration with external entities to augment funding (10 points). Grant requests cannot exceed 25 percent of an organization's annual operating budget, and funding preference is given to organizations established for a minimum of one year. Reimbursement is contingent upon submission of invoices and supporting documentation as detailed in individual contracts, with organizations serving between 1 and 201 or more Clay County residents annually evaluated accordingly.
