About this file
This is a Technical Criteria attachment for a Rural Community Concert & Education Engagement Project issued by the State of Utah Division of Purchasing through the Cultural and Community Engagement Professional Services unit. The procurement seeks a vendor to provide rural community concert and education engagement services under a 5-year contract. The selected vendor will be responsible for delivering public-private partnerships or government-funded arts initiatives in rural communities, with demonstrated experience managing tours for 5+ years, providing audio-visual capabilities in non-traditional venues such as gyms and parks, and offering diverse artist rosters across multiple genres. The project requires vendors to develop and deliver curriculum-aligned educational workshops and masterclasses that complement main-stage performances, establish community trust with local leaders, and demonstrate logistical capability for remote travel and outdoor event contingencies.
Evaluation criteria are structured around four primary dimensions: Experience & Past Performance, Technical Approach & Methodology, Key Personnel Qualifications, and Administrative & Reporting Capacity. Vendors must provide narratives documenting at least three similar projects, evidence of rural community engagement methodology, and artist vetting standards. Technical requirements include identifying a lead technician or partnership capable of managing audio-visual systems in diverse acoustic environments, with contingency planning for equipment failure and weather. Key personnel must include a project manager with 5+ years of experience serving as the single point of contact, a technical lead experienced in remote troubleshooting, and a community liaison with demonstrated local government and school relationships. The contract will be awarded to the highest-ranked vendor through negotiation of fair and reasonable compensation under Utah Procurement Code 63G-6a Part 15, with no pricing included in qualifications submissions.
