About this file
This is a Scope of Work document for the H.B. 250 Retirement Plan Exchange Platform Administrator, issued by the State of Utah Office of State Treasurer through the Division of Purchasing. The document outlines the requirements for a qualified contractor to establish, administer, and maintain a secure, publicly accessible Retirement Plan Exchange that serves as a technology-enabled marketplace enabling eligible employers to establish qualified retirement plans or auto-IRA programs with private-sector providers. The contractor, acting as the Exchange Platform Administrator, must deliver a fully operational platform by applicable statutory deadlines, with key milestones including platform operation launch, provider intake initiation, and full operations commencement. The contract is anticipated to be a five-year engagement with a single award to the highest-scoring responsive and responsible vendor, with pricing guaranteed throughout the five-year term.
The Exchange must operate as a self-sustaining model without ongoing state funding, with the contractor defining all revenue sources, fee structures, and responsible parties for payment. The contractor may receive compensation from participating providers; however, such compensation must maintain neutrality among providers, be fully disclosed, avoid preferential treatment, and not create incentives favoring higher-cost plans or influence provider ranking and visibility in ways that disadvantage participants. Core deliverables include a fully operational Exchange platform, employer database and CRM system, provider onboarding system, plan comparison tools, reporting dashboards, and a business continuity plan. The contractor must comply with GovRAMP security certification requirements, achieving GovRAMP Core status within 12 months of contract execution and GovRAMP Moderate Authorized status within 24 months. The contractor shall not act as a retirement plan provider or assume fiduciary responsibility and must maintain strict neutrality among participating providers while supporting employer intake, provider marketplace management, data reporting, outreach and education initiatives, and comprehensive security and compliance protocols.
