About this file
This is a proposal attachment document from the City of Detroit Office of Contracting and Procurement (OCP) for Request for Proposal 549315 regarding Accessible and Autonomous Mobility Services. The initiative, known as Accessibili-D 2.0, seeks qualified respondents to provide phased mobility services combining manually operated and SAE Level 3 autonomous vehicle operations. The project requires respondents to launch an interim manually operated service in Phase 1, transition to a hybrid manual-plus-autonomous model in Phase 2, and scale toward majority autonomous service in Phase 3. Proposals must include a firm commitment to remain valid for one hundred twenty (120) days from the due date and thereafter until contract execution or procurement termination. Respondents must demonstrate their qualifications through business descriptions, relevant licenses or registrations, and commitment to meet all RFP requirements outlined in Section 2, Statement of Work.
The proposal solution and approach requirements mandate comprehensive submissions including detailed implementation plans addressing staffing, vehicles, dispatch, and timeline; proof of vehicle procurement or lease agreements covering the full performance period; driver hiring and training documentation; insurance certificates and regulatory compliance documentation; and a fully operational booking system with ADA-accessible interfaces integrated with DDOT call centers. Respondents must provide API documentation for data export, rider verification system documentation, public onboarding materials, a finalized service area map, and identification of a vehicle depot for operations and storage. All vehicle acquisition or leasing costs and operational depot expenses are the vendor's responsibility with no separate City funding available; vendors must clearly state whether vehicles will be purchased or leased and demonstrate availability throughout the contract term. A preliminary project schedule with completion dates and milestone achievement capability is required.
