About this file
This attachment defines the operational and safety requirements for autonomous vehicles operating in the City of Detroit's Accessibili-D 2.0 program, a phased initiative managed by the Office of Contracting and Procurement on behalf of the Office of Mobility Innovation and Department of Transportation. The document specifies six categories of required maneuvers and operational scenarios that autonomous vehicles must safely perform on public streets within the defined service area. Basic driving functions include maintaining lane position on urban streets, safe following distances, smooth acceleration and deceleration, speed limit compliance, curve navigation, and controlled stopping during system faults. Intersection operations encompass both signalized and stop-controlled intersections, including protected and unprotected left turns, Michigan Left turns, and intersections with limited lane markings. Additional operational requirements include turning maneuvers on neighborhood streets, lane changes and merging, navigation around parked vehicles and minor obstructions, passenger service maneuvers such as curb-side boarding and alignment with designated pick-up and drop-off areas, and interactions with pedestrians and cyclists including detection, yielding, and response to unexpected movements.
The attachment serves as a technical specification document establishing the minimum performance standards for vehicles operating under Phase 2 and Phase 3 of the Accessibili-D 2.0 contract, which involves transitioning from manually operated service to a hybrid manual-plus-autonomous vehicle model with progression toward majority autonomous operations. No pricing, timeline, award dates, or other contractual terms are specified in this attachment; it functions solely as an operational safety and capability requirement document for prospective vendors to understand vehicle performance expectations in the Detroit service area.

Attachment G — Required Public Road Maneuvers and Operational Scenarios The autonomous vehicle must be capable of safely performing the following maneuvers and responding to the following roadway scenarios while operating on public streets within the defined service area.
1. Basic Driving Functions
• Maintaining lane position on two-lane and multi-lane urban streets
• Maintaining safe following distance behind vehicles
• Smooth acceleration and deceleration
• Maintaining posted speed limits
• Navigating horizontal curves and roadway bends
• Starting from a complete stop and resuming travel
• Performing a controlled safe stop in the event of a system fault
2. Intersection Operations
• Signalized intersections: stopping at red, proceeding on green, handling yellow transitions, protected and unprotected left turns
• Stop-controlled intersections: two-way, four-way, and yield-controlled
• Local intersection types: Michigan Left turns, signalized pedestrian crossings, and intersections with limited lane markings
3. Turning Maneuvers
• Right and left turns at intersections
• Protected and unprotected left turns
• Right turns on red where legally permitted
• Turning movements on narrow neighborhood streets
4. Lane and Traffic Maneuvers
• Lane changes
• Merging into traffic and allowing vehicles to merge
• Navigating around parked vehicles
• Operating on streets with narrow travel lanes
• Navigating minor lane obstructions
5. Passenger Service Maneuvers
• Pulling to the curb for passenger boarding
• Pulling away from the curb into traffic
• Aligning with designated pick-up/drop-off areas
• Stopping at designated stops or service zones
• Boarding and alighting passengers safely
6. Pedestrian and Cyclist Interaction
• Detecting and yielding to pedestrians at crossings
• Responding safely to cyclists sharing the roadway
• Responding to unexpected pedestrian or cyclist movements
