About this file

This document is a Best Value Rating Form and Scoring Sheet for Construction Manager at Risk (CMaR) Services provided by the City of Columbus, Ohio for the Columbus Police Substation #6 (Easton) project. The CMaR will work with the City of Columbus (Owner) and the Architect-of-Record under separate contract to develop construction documents and provide Guaranteed Maximum Price (GMP) amendments following design completion and competitive bidding. The project anticipates one-time issuance of completed construction documents with potential for one or more bid scopes or partial GMP amendments, with particular consideration given to early ordering of long-lead time products and materials. The total project will be designed and permitted before CMaR contract execution. The selected CMaR must comply with a Community Benefits Agreement (CBA) to be issued by the City. The proposal submission deadline is 1:00 PM EST on February 17, 2026.

The evaluation criteria consist of a weighted best value calculation combining qualifications (75 percent weight) and price proposal (25 percent weight). Qualifications scoring includes firm's capabilities (0-15 points), firm's experience on similar projects (0-25 points), proposed staff experience and organization plan (0-20 points), estimating strategies (0-10 points), subcontracting plan (0-10 points), procurement strategies (0-10 points), value added suggestions (0-10 points), project management and understanding (0-20 points), quality assurance/quality control plan (0-20 points), site logistics, safety and phasing plans (0-20 points), unique challenges and additional considerations (0-10 points), and schedule and communication portal (0-10 points). Price proposals are normalized using a ranking formula and weighted at 25 percent. The total price includes preconstruction stage compensation (fee, personnel costs cap, and reimbursable expenses cap) and construction stage compensation (personnel costs cap, general conditions costs, CM contingency, and CM at Risk fee), with CM Adviser fees and EDGE-certified business enterprise participation commitments also noted.
