About this file
This document is an Addendum #4 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Application Support Services. The RFP solicits task order-based professional services for a four-year term, with proposals due by 2:00 P.M. on December 13, 2024. The RFP number is 6000002544 and seeks application support services to be delivered on an as-needed basis over the contract period.
The addendum provides clarification on Minority Business Enterprise (MBE) and Women-owned Business Enterprise (WBE) participation requirements. Key details include: a 30% participation goal comprising 20% MBE and 10% WBE for non-construction contracts up to $2 million, with specific guidelines on how prime proposers can meet these goals. A prime proposer certified as an MBE can self-perform the 20% MBE goal, while a prime proposer certified as both MBE and WBE can satisfy both the 20% MBE and 10% WBE goals. The document emphasizes that all firms are encouraged to use good-faith efforts to utilize subconsultants who are Port Authority certified MBEs, WBEs, or Service-disabled Veteran-owned Businesses to the maximum extent feasible.

SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT
PROFESSIONAL APPLICATION SUPPORT SERVICES AS REQUESTED
ON A “TASK ORDER” BASIS FOR A FOUR-YEAR TERM (RFP#
6000002544) – ADDENDUM #4
Dear Sir or Madam:
The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.
Question #1: If the Prime Proposer is a Port Authority certified Minority Business Enterprise (MBE), will that count towards the MBE participation goal, or will the MBE Prime have to add another MBE to meet the goal?
Answer #1: The Prime can self-perform and satisfy the 20% MBE good faith effort goal on non-construction contracts up to $2 million. However, note that all firms are encouraged to use every good-faith effort to utilize subconsultants who are Port Authority certified MBEs, Women-owned Business Enterprises (WBEs) or Service-disabled Veteran-owned Businesses (SDVOBs) to the maximum extent feasible.
Question #2: If the Prime Proposer is a Port Authority certified M/WBE, can it self-perform the 30% goal, which consists of 20% MBE and 10% WBE?
Answer #2: A Prime that is both an MBE and a WBE (M/WBE) shall satisfy both the 20% MBE and 10% WBE good faith effort goals on non-construction contracts up to $2 million.
Question #3: If the Prime Proposer (who is not certified) includes a Port Authority certified M/WBE subconsultant on its participation plan, can the M/WBE firm satisfy the 30% goal, which consists of 20% MBE and 10% WBE?
Answer #3: No. The M/WBE subconsultant would only satisfy the 20% MBE good faith effort goal on non-construction contracts up to $2 million.
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on December 13, 2024.
