About this file

This document is an Addendum (#4) from the Port Authority of New York and New Jersey for a Request for Proposals (RFP #6000001839) seeking expert professional environmental design and asbestos abatement services to be performed on a task order basis for a four-year term. The RFP is soliciting proposals for professional services related to environmental design and asbestos abatement, with proposers allowed to submit up to seven projects for each of two service categories. The proposal submission deadline is set for 2:00 P.M. on January 4, 2024, and the contract term is four years.

The addendum provides clarification on several key proposal requirements, including that the Professional Engineer can also serve as the certified abatement project designer if they hold the appropriate license. Subconsultants and MBE/WBE/SDVOBs have specific guidelines for submitting attachments, with the prime firm being responsible for meeting proposer requirements. The document also clarifies state-specific certification requirements, noting that NY certifications allow design work in both states, while NJ certifications are limited to NJ. Subconsultants' projects can be included in the firm qualifications, but the prime firm must ultimately meet the service requirements.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL ENVIRONMENTAL

DESIGN/ASBESTOS ABATEMENT SERVICES AS REQUESTED ON A

“TASK ORDER BASIS” FOR A FOUR-YEAR TERM (RFP# 6000001839) –

ADDENDUM #4

Dear Sir or Madam:

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (Authority) answers are provided for your information and use, as appropriate.

Question #1: Must the Professional Engineer and certified abatement project designer be two separate individuals, or can the Professional Engineer also serve as the certified abatement project designer?

Answer #1: If the Professional Engineer also has their asbestos project designer license, then one person can serve both roles, otherwise it should be two separate people.

Question #2: Are Proposers allowed to include up to seven projects for each service (for a total of 14 projects), or is the limit only seven projects total?

Answer #2: Yes, up to seven projects for each of the two categories can be submitted. More than 7 projects per category can be submitted per Addendum 1 Answer# 14.

Question #3: Should subconsultants and MBE/WBE/SDVOBs provide the following attachments:

Company Profile (Attachment C), Staff Qualifications and Experience (Attachment D), Firm Qualifications and Experience (Attachment E), Cost (Attachment G), and Conflict of Interest (Statement).

Answer #3: The Company Profile (Attachment C) and Cost (Attachment G) are to be filled out for the Prime firm only. Staff Qualifications and Experience (Attachment D), Firm Qualifications and Experience (Attachment E), and Conflict of Interest (Statement) are to be filled out for the Prime firm and subconsultants. Attachments D and E are not required for subconsultants. However, the Proposal should reflect the ability to provide the subject services. If subconsultant(s) are being proposed in the performance of services listed in Attachment A, their qualifications should be included. Note that proposer requirements can only be met by the Prime firm to be considered for the subject services.

Question #4: Is it the Port Authority’s intention for the Proposers to provide a minimum of five projects for each subconsultant?

Answer #4: It is your business decision as to how many projects you would like to include for each subconsultant. Note that proposer requirements can only be met by the Prime firm to be considered for the subject services.

Question #5: Please confirm whether Proposer Requirements for Asbestos Abatement includes a NYSDOL Certified Asbestos Inspector certification.

Answer #5: With NY certifications, a firm can perform design work in both States. With NJ certifications, a firm can perform design work only in NJ and therefore, will only be solicited for Task Orders where the Scope of Work takes place in NJ. As for performing asbestos surveys, the firm needs the required certifications in the State in which the work is being performed.

Question #6: Please confirm if subconsultant’s projects can count towards the minimum of five projects under Firm Qualifications and Experience (Attachment E).

Answer #6: The Subconsultant’s projects can be included towards the minimum of five projects under Firm Qualifications and Experience (Attachment E). However, note that proposer requirements can only be met by the Prime firm to be considered for the subject services.

The date for receipt of proposals for the subject RFP remains 2:00 P.M. on January 4, 2024.
