About this file
This document is an Addendum #2 to a Request for Proposals (RFP #6000001839) issued by the Port Authority of New York and New Jersey for expert professional environmental design and asbestos abatement services. The solicitation is for a four-year task order basis contract, with the proposal due date extended to 2:00 p.m. Eastern Time on December 27, 2023. The RFP covers two service categories: Environmental Design and Asbestos Abatement, and allows firms to submit a single proposal covering both categories.
The addendum addresses four key clarification questions from potential bidders, including guidance on subconsultant usage, licensing requirements, and proposal submission. Notably, the Port Authority clarified that a Licensed Site Remediation Professional (LSRP) is not a proposer requirement, but can be proposed as a subconsultant if needed for specific task orders. The document also confirms that a consultant can submit as a prime contractor and simultaneously serve as a subconsultant in other proposals. Firms are required to provide their Certificate of Authorization, with the option to enter license numbers for New York or New Jersey if a copy is unavailable.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL ENVIRONMENTAL
DESIGN/ASBESTOS ABATEMENT SERVICES AS REQUESTED ON A
“TASK ORDER BASIS” FOR A FOUR-YEAR TERM (RFP# 6000001839) –
ADDENDUM #2
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the Authority) hereby amends the subject Request for Proposals (RFP) as follows:
• The due date for receipt of Proposals has been changed to 2:00 p.m. Eastern Time (ET), December 27, 2023.
The following are questions from RFP recipients. The questions and the corresponding Authority answers are provided for your information and use, as appropriate.
Question #1: For the Environmental Design category, can the prime firm utilize a subconsultant to fulfill the requirement for having licensed site remediation professionals (LSRPs) in our staffing plan?
Answer #1: A LSRP is not a proposer requirement under this solicitation. Should your firm receive an award under this Task Order Program, and as task orders are identified, if a LSRP is needed, a firm can propose the use of a subconsultant to fulfill the requirement.
Question #2: Does the Authority require the prime and subconsultants to provide copies of their firm level licenses?
Answer #2: The proposer requirements can only be met by the Prime firm. In regard to the Prime firm’s Certificate of Authorization, if a copy is not available, the firm must enter the license number for either the state of NY or NJ or both in Section 4. Proposer Requirements (Transmittal Letter).
Question #3: If a consultant is selected as a Prime, can that consultant also serves as a subconsultant to another Prime?
Answer #3: Nothing precludes a firm from submitting as a prime and being included as a subconsultant in other proposals.
Question #4: Please confirm that separate proposals are not needed if submitting on both the Environmental Design and Asbestos Abatement categories.
Answer #4: Only one proposal is required to submit on both categories. Should firm or staff qualifications be utilized for both categories, an indication of such is needed. Such indication can include, but not be limited to, an indicator after the staff name or project title, or an outline in the transmittal letter.
