About this file
This Addendum No. 1, dated March 26, 2026, amends the contract documents for the HMGP Acquisition/Demolition Project in Renovo Borough, Clinton County, Pennsylvania, issued by Peters Consultants, Inc. The addendum incorporates a limited structural report letter dated November 25, 2019, prepared by Brooks Engineering Services, LLC, into the official contract documents. Sealed bids for this project are due on April 8, 2026, at 11:00 a.m., with submission through both the PennBid online program and hardcopy delivery to Peters Consultants, Inc. The work involves the demolition of 16 connected residential structures located at addresses 133 through 163 14th Street in Renovo Borough, including the main building, rear garages, sheds, and other ancillary structures. The contractor is responsible for obtaining all required permits from Renovo Borough, abating asbestos as needed, capping water and sewer laterals at the curb line in coordination with public works, and restoring the property upon completion. Bid results will be available online at http://PennBid.Bonfirehub.com following the public opening.
The structural report documents extensive deterioration and damage across all 16 apartment units within the building complex, which is approximately 75 to 100 years old. The report identifies a critical structural failure in Unit 155, where second and third floor structures and portions of the roof have collapsed onto the first floor due to extreme water damage, posing imminent danger. The engineer recommends posting a Notice of Imminent Danger for Unit 155 and a Notice of Unsafe Structure for the remaining 15 units, noting that the building's interconnected loadbearing firewalls create significant risk of progressive collapse if the structural failures adjacent to Unit 155 are not addressed. The report identifies widespread issues including deteriorated masonry, failed roofing systems, water infiltration, missing windows and doors, failing gutters and downspouts, and interior damage from a past fire in Unit 137 affecting adjacent units. The engineer concludes that the building will collapse in whole or in part in the near future if major structural repairs are not completed, with potential for collapse onto adjacent public sidewalks and streets.

2104 Route 54 Montgomery, PA 17752 Attn.: Victor Marquardt, Renovo Borough Zoning Officer
Re: 133 - 163 14th Street, Renovo, PA. Inspection BES Project No.: 2019-2270
Dear Victor, On November 6, 2019, at your request as the Zoning Officer of Renovo Borough, I completed a limited structural inspection with you at the (16) apartment units within a building located at 133 thru 163, 14th Street in Renovo, PA. While the primary purpose of my inspection was to evaluate the structural condition of the building and apartment units, my inspection was also to report on the interior condition of each individual apartment unit. In addition, I was asked to provide an independent opinion about your decision to condemn and post Apartment Unit 155 with a Notice of Imminent Danger and the remaining Apartment Units 133 thru 163 with a Notice of Unsafe Structure in accordance with Sections 108 and 109 of the 2015 International Property Maintenance Code (IPMC) as adopted by Renovo Borough.
Prior to arriving to the site for the inspection, you reported that there had been a past fire in Apartment Unit 137 that resulted in its significant structural damage, as well as extreme smoke and water damage. That same fire was also reported to have caused rather significant smoke and water damage to Apartment Units 135 and 139 located to each side, and to a lesser degree, moderate smoke and water damage to the upper floors of Apartment Unit 133. In addition, you reported that due to a separate cause, that most of the second and third floor structure, and a portion of the roof structure in Apartment Unit 155 have collapsed down onto its interior first floor from extreme water damage and deterioration.
The overall building is a 3-story (w/ basement) structure that measures approximately 37'-4" wide and 224'-0" long. It contains
(16) individual side-by side apartment units, each approximately 14'-0" wide. On the rear of the main building, each apartment unit also has a 2-story (w/ basement) addition for added living space, each approximately 10'-6" wide by 14'-6" long. There is also an

BES Project No.: 2019-2267 November 25, 2019 approximately 5'-4"x 9'-4" 2-story covered back porch on each apartment unit, some of vvhich have been enclosed for additional living space, while some still remain open to the exterior. The main 3-story portion, the 2-story addition, and the 2-story porch (excepting where the porches have been enclosed) were all constructed at the same time. Age of the building is estimated to be approximately 75 to 100 years old, but no actual date of construction was available for confirmation.
The building is constructed of brick masonry (believed to be 2 courses thick) all around the exterior walls of both the main 3-story part and rear 2-story additions.
There is also a single course masonry (tile) firewall (believed to be about 8" thick) continuous and full height from the basement floor to the roof deck between each apartment unit. The exterior brick walls at each end of the building and the firewalls between each apartment unit are all loadbearing, providing vertical support to the first floor structure, second floor structure, third floor structure, and the roof structure of each adjacent apartment unit. It should be noted that it was observed that the floor joists and roof rafters rest in pockets within the firewall without any actual lateral attachment. The 2-story porches are built of wood construction. The basement walls under the brick exterior walls are constructed of randomly laid stone in lime mortar.
Condition of the building structure at each apartment unit varies significantly, and will be discussed further below.
For purposes of this report, the 14th Street side of the building will be described as the front or west side. The Apartment Unit 133 end will be described as the left or north end. The Apartment Unit 163 end along Route 120 (Huron Street) will be described as the right or south end. The rear alley (Hazel Street) side of the building will be described as the rear or east side.
Even though the building was constructed as a single building with (16) separate apartment units, currently each apartment unit is deeded as a separate property.
Excepting the end apartment units, each deeded property extends from 14th Street to the rear alley, and laterally from center to center of the firewall located between each apartment unit. The end Apartment Unit 133 property extends from the center of the firewall between Apartment Units 133 and 135 to the north property line approximately 50' beyond the building's exterior wall. The end Apartment Unit 163 extends from the center of the firewall between Apartment Units 161 and 163, south to Huron Avenue.
Although the rear yard property of Apartment Units 143, 145, 147, 151, 153, 155, 157, 159, and 163 contain various accessory structures/outbuildings (sheds, patios, carports, garages, etc.), the condition of these structures will not be discussed within this report.
The following is a brief summary of my observations, findings, and recommendations during my limited inspection of the overall building and its (16) Apartment Units. Due the number of digital photographs that were taken by me during

133 14th Street: (occupied)
The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. No discernible cracks were visible in the brick surface. The endwall brick roof parapet is pulled away from the front wood trim parapet leaving an open gap that will allow (or is allowing) water to enter into the building envelope that can cause internal water damage. In addition, the front wood trim parapet is in need of repainting as protection against further deterioration. The rubber membrane roofing is hanging loose over the edge of the parapet and needs to be fastened to prevent high winds from damaging/removing the membrane.
The front porch roof shingles will need to be replaced soon, and just left above the front door there is a discernible sag in its surface that would seem to indicate an underlying structural problem. Given the poor condition of the porch roof shingles, a roof leak that has damaged the rafters is quite likely.
No glass in the window units were observed to be missing/broken, however it is recommended that the front windows be repainted for continued use. The porch roof gutter and downspout will need to be replaced, since the gutter is in very poor condition and not able to function properly, and the downspout is missing and will need to be replaced.
The endwall exterior brickwork on both the main building portion and rear extension overall appear to be in reasonably good condition, although there will likely need to be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. No discernible cracks were visible in the brick surface. The endwall brick parapet cap will need to be replaced to prevent water from entering into and damaging the building structure. The rear extension roof fascia edge is in poor condition and will need to be repaired.
The rear wall exterior brickwork on both the main building portion and rear building extension overall appears to be in reasonably good condition, although there may be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. It appears that there are some small non-structural hairline cracks above the windows near the roof eave that will need to be repointed. Although no glass in the rear building extension window units appeared to be missing/broken, the wood sills, jambs, and heads are in very poor condition and will need to be repainted for continued use. The wood soffit and fascia appears to be badly

BES Project No.: 2019-2267 November 25, 2019 deteriorated and will need to be replaced. The rear gutter and downspout will need to replaced, or at least removed and properly reinstalled.
The first and second floor rear porches, as viewed from the exterior are in poor condition. In particular, the second floor porch will need major repairs to the perimeter guardrail, roof support post, and most likely the floor structure.
The rear gutters and downspouts will need to be replaced.
Inspection of the main building roof was not possible. Inspection of the rear building extension roof (visible from apartment unit 135) appears to be in reasonably good condition.
No inspection within any part of the apartment's interior was completed even though the local Magistrate had issued a Search Warrant for such an inspection. The apartment unit is currently being occupied, and the front door was in a partially open position when we knocked repeatedly, however the resident(s) would not come to the door. Because of several barking dogs running loose in the apartment, it was decided not to enter into the apartment to execute the Search Warrant. For this reason, it is not known if the interior of the apartment is in a livable condition. It is highly recommended that an interior inspection be conducted however, to verify that no significant structural and/or life safety/health problems exist, especially on the third floor where water damage from the fire, is in my opinion, quite probable. Such an interior inspection will also allow confirmation that smoke detectors exist within the apartment unit and that they are properly installed/located.
135 14th Street: (unoccupied)
The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. Moderate to significant repointing of the brickwork under the second floor window sill will be required immediately. No discernible cracks were visible in the brick surface. The front wood trim parapet is in need of repainting as protection against further deterioration. The front porch roof shingles will need to be replaced soon, and just right above the front door there is a discernible sag in its surface that would indicate a possible structural problem. Given the poor condition of the porch roof shingles, a roof leak that has damaged the rafters is quite likely. The flashing under the second floor window onto the porch roof has pulled away and will need to be replaced. The second and third floor front wall window units appear to be in good condition without any missing/broken glass. The first floor front door and picture window under the open front porch have been boarded over. The porch roof gutter will need to

The rear wall exterior brickwork on both the main building portion and rear building extension area appears to be in reasonably good condition, although there may be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. Although no glass in the rear building extension window units appeared to be missing/broken, their wood sills, jambs, and heads are in very poor condition and will need to be repainted for continued use. The wood soffit and fascia appears to be badly deteriorated and will need to be replaced. The rear gutter and downspout will need to be either replaced, or carefully removed and properly reinstalled.
The first and second floor rear enclosed porches, as viewed from the exterior will need some moderate repairs, particularly along the first floor side where the siding is loose. The glass in both second floor front wall window units are missing/broken. The first floor door and window have been boarded over. The second floor roof gutter and downspouts will need to be replaced.
The first floor roof gutter will need to be removed and properly reinstalled, and a new downspout installed.
Inspection of the main building roof was not possible, however it should be noted that a large piece of roofing membrane is hanging loose down over the rear soffit. Inspection of the rear building extension roof (visible from the second floor window) is in very poor condition and will require the built-up roof to be replaced. There is also evidence of water leaks from within the apartment under this roof area, which makes it quite likely that at least some (if not all) of the rear building extension roof structure will need to be replaced.
A search warrant was issued by the local Magistrate and executed to inspect the interior of the apartment. In the first floor area, it was observed that a portion of the ceiling tiles in the dining room area have collapsed onto the floor. Debris was strewn throughout the first floor area and piled waste high in the rear porch area to the extent that it was not possible to enter.
About half of the first floor area was significantly water damaged and there was a distinct odor of smoke. Proceeding to the second floor, it was observed that at least half of the front bedroom ceiling has fallen to the floor.
There is roughly a 2'h by 3'w open hole through the sidewall of the second bedroom. The bathroom has been completely gutted to the wall studs/brick with the walls and ceiling surface plaster/lath materials lying all over the floor about a foot deep. All plumbing fixtures have been removed. Nearly all areas of the second floor were severely damaged by smoke, and water soaked the floor. Proceeding to the third floor, a large opening to the outside (at least 6' by 8') was observed that extended completely through the ceiling and roof

BES Project No.: 2019-2267 November 25, 2019 structure. This is allowing rainwater to fall directly into the interior of the apartment unit where the entire third floor area is soaked with water.
Structural damage to the ceiling joists, roof rafters, and roof decking is severe and widespread. No smoke detectors were observed in this apartment. This apartment is not livable as it currently exists.
137 14th Street: (unoccupied)
The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. Some previous repointing has already occurred under the third floor window. A rather significant stepping crack is visible above the right side of the third floor window that will need to be repaired. The front wood trim roof parapet is in good condition. The front porch roof shingles are in relatively good condition, and there is no discernible sag in the porch roof surface like some other front porch roofs on this building. The second and third floor front wall window units will need to be painted for continued service, and the glass is missing and will need to be replaced in both second floor windows. The porch roof gutter will need to be removed and reinstalled properly, and a downspout will need to be added since it is missing.
The rear wall exterior brickwork on both the main building portion and rear building extension area appears to be in reasonably good condition, although there may be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. The third floor window units are all missing the operable top and lower sash units. The remaining south and center window frame (sill, jambs, and head) are in very poor condition and will need to be repainted for continued use. The north window unit will need to be replaced since it was severely damaged by fire. The wood soffit and fascia is badly damaged by fire and will need to be replaced in its entirety. The rear gutter is badly damaged and the north half is completely missing, as is the downspout. The new rear gutter and downspout will need to be installed.
The first and second floor rear enclosed porches, as viewed from the exterior will need some moderate repairs, particularly where some of the guardrail siding is missing leaving open gaps. The first floor window is missing the operable top and bottom sash units, and will need to be replaced.
The first floor door has been boarded over. The second floor roof gutter and downspouts appear to be functional.

Inspection of the main building roof was not possible. Inspection of the rear building extension roof membrane is littered with debris from the fire and missing/broken glass has likely damaged/punctured the membrane. This will require at least significant repair, and perhaps even complete replacement.
A search warrant was issued by the local Magistrate and executed to inspect the interior of the apartment. In the first floor area, old furniture, abandoned belongings, and garbage was strewn throughout, making it very difficult to even walk through the space. In some areas, the debris was more than 4' high. The Kitchen ceiling was missing. In the basement, the furnace was in disrepair and likely will not function without significant repairs. Debris littered the entire basement area. On the second and third floor areas, furniture, abandoned belongings and clothing were strewn throughout, covered over in many areas with fire damaged building materials that had fallen from the ceilings and walls above. Structural damage to the third floor ceiling joists, roof rafters, and roof decking from fire is severe and widespread, and will need to be replaced. Rainwater currently is able to freely fall directly into the apartment unit interior where the second and third floors are soaked with water. No smoke detectors were observed in this apartment. This apartment is not livable as it currently exists.
139 14th Street: (unoccupied)
The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. No discernible cracks were visible in the brick surface. The wood trim roof parapet is in reasonably good condition, but is in need of repainting. The rubber membrane roofing is hanging loose over the edge of the parapet and needs to be fastened to prevent high winds from damaging/removing the membrane. The front porch roof shingles will need to be replaced in the near future. The third floor window sill is in poor condition and will need to be repaired and repainted. The windows/glass are missing from the left second floor window, and it appears the glass in the top of the third floor windows is either missing or open. These will need to be replaced/closed. The porch roof gutter and downspout appear to be in good condition.
The rear wall exterior brickwork on both the main building portion and rear building extension areas appear to be in reasonably good condition, although there may need to be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. The third floor windows top and bottom sashes are missing from their frames, and will need to be replaced. The second floor window glass is missing/broken, and will need to be replaced. Although difficult to see, it appears that the wood soffit

BES Project No.: 2019-2267 November 25, 2019 and fascia are badly deteriorated and will need to be replaced. The rear gutter does not extend across the full width of the apartment unit, so it will need to be replaced, along with the installation of a new downspout.
The first and second floor rear enclosed porches, as viewed from the exterior will are in relatively poor condition, and will need significant repairs.
The exposed OSB around the second floor window will need to be covered with aluminum/vinyl or painted to protect against further weathering. The first floor window has been boarded over. The first floor roof gutter will need to be replaced with a longer gutter for the full width of the apartment unit.
Inspection of the main building roof was not possible. Inspection of the rear building extension roof membrane as seen from the second floor window is littered with debris from the adjacent fire and missing/broken glass has likely damaged/punctured the membrane. This will likely require at least a moderate repair, and perhaps even complete replacement.
A search warrant was issued by the local Magistrate and executed to inspect the interior of the apartment. Condition of the first floor area was poor. Some furniture and other belongings were piled throughout. Both open and closed containers of food were observed in the Kitchen area. Some dog excrement was observed on the floors. In the basement area, it was observed that the water meter and furnace have been removed, and the hot water heater although it was still in place, was disconnected from the water pipes. On the second and third floors, broken and damaged furniture still remains in the bedrooms, along with clothing and other belongings. Much of the ceiling in the front bedroom has fallen to the floor. Similarly, the hallway ceiling has fallen onto the floor. Dog excrement, 2" deep in some areas, covered the stairs, hallway, bedrooms, and bathroom floors. Garbage littered the bathroom floor and lavatory countertop. The ceilings have extensive water damage and the floors are soaked with water. No smoke detectors were observed in this apartment. This apartment is not livable as it currently exists.
141 14th Street: (occupied)
The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. No discernible cracks were visible in the brick surface. The roof parapet appears to be generally good condition. The front porch roof shingles appear to be in good condition. There is no visible sag in the porch roof. All window units appear to be in good condition with no missing/broken glass. The porch roof gutter and downspout appear to be in good condition.

The rear wall exterior brickwork on both the main building portion and rear building extension area appears to be in reasonably good condition, although there may be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. Excepting a single third floor window unit that is boarded over (missing the operable top and bottom window sash), all of the remaining rear and side window units appear to be in good condition without any missing/broken glass. It was difficult to see, but the soffit and fascia appears to be deteriorated and may need to be repaired or replaced. The rear gutter and downspout will need to be carefully removed and properly reinstalled.
The first and second floor rear enclosed porches, as viewed from the exterior need some minor repairs and maintenance, but otherwise seem to be in relatively good condition. The windows and door appear to be in reasonably good condition with no missing/broken glass. The second floor roof gutter and downspouts are adequate. The first floor roof upper gutter will need to be replaced, but the first floor lower gutter is adequate.
Inspection of the main building roof was not possible. Inspection of the rear building extension roof was visible from the second floor, and appeared to be in good condition.
No Search Warrant was obtained from the Magistrate for this property, however the Occupant of the apartment unit did allow an interior inspection of all levels/areas in the apartment, but without taking an pictures. No major structural deficiencies/problems were observed. No smoke detectors were observed in this apartment. Upon installation of smoke detectors, this apartment unit is in a livable condition.

Due to the condition of the other apartment units within this building however, and because the condition of this unit could greatly impact the adjacent apartment units, it is highly recommended that an interior inspection be conducted to verify that no significant structural and/or life safety/health problems exist. Such an interior inspection will also allow confirmation that smoke detectors exist within the apartment unit and that they are properly installed/located.

The front porch roof shingles appear to be acceptable. There is no visible sag in the porch roof. The front porch roof shingles are acceptable.
The second and third floor windows should be repainted in the near future for continued life, but there is no missing/broken glass. The porch roof gutter and downspout appear to need some minimal repair, but are otherwise functional.
The rear wall exterior brickwork on both the main building portion and rear building extension areas appear to be in reasonably good condition, although there may be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. The window units all appear to be in good condition with no missing/broken glass. No damage to the soffit and fascia could be seen. The poorly installed rear gutter needs to be replaced, however the existing downspout can be properly reinstalled.
The first and second floor rear enclosed porches, as viewed from the exterior, seem to be in relatively good condition. The windows and door appear to be in reasonably good condition with no missing/broken glass. The

The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. No discernible cracks were visible in the brick surface. The front wood trim parapet should be painted as protection against further deterioration. The front porch roof shingles appear to be acceptable. There is no discernible sag in the front porch roof. The flashing under the second floor window onto the porch roof will need to be repaired/replaced. The head trim above the second floor window has deteriorated and fallen away, and will need to be replaced. Both the second and third floor front wall window units will need to be repainted for continued life, but there is no missing/broken glass. The porch roof gutter appears to be functional, although a new downspout should be added to the low end.

The wood soffit and fascia appears to be deteriorated and will need to be repaired/replaced. The rear gutter and downspout will need to be either replaced, or carefully removed and properly reinstalled.
The first and second floor rear enclosed porches, as viewed from the exterior will need some minimal repairs. The windows and doors all appear to be in rather good condition with no missing/broken glass. A third floor window opening sill has been cutout to allow for a new exterior doorway, and has been boarded over. The roof gutters and downspouts appear to be functional. It should be noted that there is a new open stair (without guardrail) leading from the top of the rear building extension area to the second floor back porch, and then up to the second floor rear extension roof, which leads

BES Project No.: 2019-2267 November 25, 2019 into a new third floor door opening in the back of the main building. This has been added to access a separate and new third floor apartment that was being illegally constructed. This will be discussed further below.
Inspection of the main building roof was not possible. Inspection of the rear building extension roof and porch roofs were made from the second floor window. All appear to be adequate.
A search warrant was issued by the local Magistrate and executed to inspect the interior of the apartment. It was observed that extensive interior renovations were being made to this apartment by the occupant(s), although no rooms in the entire apartment unit have been entirely finished. Extensive electrical modifications have been made. There is no central heating system, however the basement, first, and second floor areas had a flue connection for wood burners. A small sub-apartment was in the process of being constructed within the upper third floor space of the apartment unit, with its own exterior exit to grade from the rear. The existing Internal access stair from the second floor was in the process of being closed off. A Kitchen (without any appliances) and a Bathroom (without any fixtures) was in the process of being constructed, but had not yet been fully completed. There was no central heating system in the apartment unit. No smoke detectors were observed anywhere within the apartment unit. Neither the first floor, second floor, or third floor areas of this apartment are livable as it currently exists.

The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. No discernible cracks were visible in the brick surface. The front wood trim parapet is in need of painting as protection against further deterioration. The front porch roof shingles appear to be acceptable. No discernible sag exists in the porch roof. The flashing under the second floor window onto the porch roof will need to be repaired/replaced. The second and third floor front wall window units will need to be repainted for continued life. The glass is missing/broken in each side top and bottom of the second floor window unit, and will need to be replaced. The porch roof gutter and downspout appears to be functioning properly.

The first and second floor rear enclosed porches, as viewed from the exterior appear to be in good condition. The windows appear to be in good condition with no missing/broken glass. The gutters and downspouts appear to be adequate and functioning properly.
Inspection of the main building roof was not possible. Inspection of the rear building extension roof and porch roofs were not possible.
A search warrant was issued by the local Magistrate and executed to inspect the interior of this apartment. Upon immediately entering the front door of the apartment, it was observed that just beyond the front living room area, the second floor structure has collapsed down onto the first floor.
Edging closer to the debris and looking up through the second floor opening, it was also observed that the third floor structure and a portion of the roof structure have collapsed down onto the first floor area as well. It was not possible to access the stairway to get to the second or third floor, nor was it possible to get to the basement. Importantly, it should be noted that the firewalls on each side of the apartment extend from the first floor to the roof without any lateral support from the Apartment Unit 155 side, approximately 20' high, making them structurally unsound and unsafe. This apartment is not livable as it currently exists.
157 14th Street: (unoccupied)
The front wall exterior brickwork overall appears to be in reasonably good condition, although there will likely need to be some minimal repointing of the mortar joints required in the future to seal the building envelope. No discernible cracks were visible in the brick surface. The front wood trim parapet is in need of repainting as protection against further deterioration.
The front porch roof shingles are in very bad condition and will need to be replaced. The porch roof has a very discernible sag in its surface directly under the second floor window that would seem to indicate an underlying structural problem. Given the poor condition of the porch roof shingles, a roof leak that has damaged the rafters is quite likely. The flashing under the second floor window onto the porch roof will need to be repaired/replaced.
The second and third floor front wall window units appear to be in good condition without any missing/broken glass. The porch roof gutter will need to be replaced since is in very poor condition and not able to function properly, and a downspout will need to be added.

The rear wall exterior brickwork on both the main building portion and rear building extension area appears to be in reasonably good condition, although there may be some minimal to moderate repointing of the mortar joints required in the future to seal the building envelope. Although no glass in the rear building extension window units appeared to be missing/broken, they will need to be repainted for continued use. The wood soffit and fascia appears to be deteriorated and will need to be repaired/replaced. The rear gutter and downspout will need to be replaced.
The first floor enclosed porch and second floor open porch will need some moderate repairs. The first and second floor door and windows appear to be in good condition with no missing/broken glass. The first and second floor roof gutters and downspouts will need to be carefully removed and reinstalled properly, or replaced.
Inspection of the main building roof was not possible. Inspection of the rear building extension roof was visible from the second floor, and is in very poor condition with a significant visible sag near its center span area. The entire rear building extension roof will need to be replaced. Condition of the rear porch roof could not be determined.
A search warrant was issued by the local Magistrate and executed to inspect the interior of the apartment. The interior of the apartment was deplorable with debris spread throughout all areas of all floor levels. Much of the ceiling has fallen to the floor or are missing. The electrical system has been mostly removed at the service panel and will no longer function. The furnace is not operable. The water heater has been removed and is lying over on the basement floor. The basement window is missing. The oil tank in the basement has been disconnected and is leaning over on its side. No smoke detectors were observed in this apartment. This apartment is not livable as it currently exists.
