The project involves the demolition of 16 connected residential structures and associated ancillary buildings located at 133-163 14th Street in Renovo Borough. The work includes removal of all structures, basements to 4.5 feet below grade, garages, sheds, private sidewalks, rubbish, and asbestos abatement as needed, with property restoration upon completion. Public sidewalks and curbs are to remain in place unless damaged during demolition, in which case the contractor must replace them at no additional cost. The sealed bid opening is scheduled for April 8, 2026 at 11:00 A.M. local time via the PennBid program. The technical specifications address detailed requirements for mobilization and closeout, traffic control maintenance, dust control, water pollution control, submittals, temporary facilities, erosion and sedimentation control, concrete work, site clearing, excavation, backfill, compaction, and grading and seeding. All structures have been declared unsafe to enter and require continuous adequate wetting during demolition to prevent asbestos particle release, with the Engineer's Certified Asbestos Inspector present on-site during the demolition process.

Mobilization and closeout costs, including mobilization, demobilization, insurance, bonds, permits, inspection fees, traffic control plans, audio-video documentation, schedules, cleaning, and restoration, are included in a lump-sum bid price with fifty percent payable upon five percent contract completion and fifty percent payable upon final completion of all work and restoration. Traffic control expenses are billed at seventy-five percent prorated over contract duration with twenty-five percent held until substantial completion. All submittals, shop drawings, samples, CPM schedules, dust control, water pollution control, site clearing, excavation, backfill, grading, and seeding are included in the mobilization/demobilization lump-sum bid price and shall not be paid separately. The contractor is responsible for all utility coordination through PA One Call System (1-800-242-1776), asbestos abatement notification forms submitted 10 days prior to abatement, and an allowance of $3,600 for unforeseen asbestos issues, with additional costs reimbursable upon receipt submission if costs exceed this amount. All Structures have been declared unsafe to enter to complete the asbestos testing. The Engineer’s Certified Asbestos Inspector will be onsite during the demolition process. The building materials must be kept adequately wet at all times, starting with the demolition process, through site cleanup, transport and final disposal. "Adequately wet" means sufficiently wet to prevent the release of particulates and there are no visible emissions observed from any asbestos-containing material. If visible emissions are observed, the demolition must cease, and additional wetting must be performed until no emissions are occurring. However, the absence of visible emissions is not sufficient evidence of being adequately wet. For a complete discussion of the structurally unsound and in danger of imminent collapse provisions under the Asbestos NESHAP, please refer to 40 C.F.R. §§ 61.141 and 61.145(a)(3), 61.145(c)(4) -(9).
