This is an Invitation for Bid (IFB) document for demolition services issued by Letcher County Fiscal Court in Kentucky in support of a Disaster Property Acquisition Project. The procurement seeks qualified contractors to provide comprehensive demolition services for residential and commercial structures. The IFB specifies detailed scope requirements including building demolition, debris removal, site clearing, and proper disposal of hazardous materials in compliance with environmental regulations. Bidders must submit sealed bids by the specified deadline, with award anticipated following bid evaluation and county approval. Site visits are available and encouraged for prospective bidders to assess project conditions and scope requirements. The contract term and any renewal options are subject to the terms outlined in the formal bid documents and subsequent contract agreement with the selected contractor.

Pricing shall be submitted on a per-project or lump-sum basis as detailed in the bid specifications, with payment contingent upon satisfactory completion of work and compliance with all contractual requirements. The project is funded through federal disaster relief programs administered in conjunction with the property acquisition initiative. Preference may be given to local contractors or those meeting specific qualifications established by Letcher County. All bidders must demonstrate adequate insurance coverage, bonding capacity, and relevant experience with similar demolition projects. The county reserves the right to reject any or all bids and is not obligated to award the contract to the lowest bidder if alternative proposals better serve the public interest and project objectives.

General Terms & Information

● All costs of disposal are the responsibility of the contractor. Costs in this bid are all-inclusive, including disposal transportation and tipping fees.

● Awards will be made per property. There is no guarantee of the quantity of work.

Structures may fall out of the program, be awarded to another contractor to meet state deadline requirements, or be demolished through another program. Contractors with outstanding work may not be awarded.

● If the awarded contractor is not able to start work within 30 days of notice to proceed or complete the work within 60 days of notice to proceed; the county may award the work to the next vendor.

● A performance bond, in the form of a cashier’s check, on the part of the contractor for 100 percent of the contract price will be required prior to work starting.

● Work may not start until after an onsite meeting with the county’s buyout team has been completed and a written (email) notice to proceed is given.

● Contractor must perform all work in strict accordance with all applicable Federal, State and Local codes and requirements.

● Contractor invoice must contain 4 before pictures and 4 after pictures from an app such as Solocator or GPS Camera which prints the GPS location and date on photo. Daily photos from app must also be provided to the Letcher Buyout Team each day of work.

● During demolition, there must be no removal of trees. Tree removal is only allowed if it restricts demolition work of any structure, and only after proper documentation has been requested and received from the Letcher Buyout Team prior to removal of the tree.

● Debris must be wetted if suspected to have asbestos. Letcher County also requests debris to be wetted if high dust and neighboring properties are nearby. Letcher County will not provide the water, source of the water, or water truck support.

● Any temporary crossings needed to be built to accommodate debris removal operations must be permitted by KDOW. The cost of building the structures will be borne entirely by the contractor doing the demolition. Temporary crossings will likely need to be removed as part of the KDOW permit; however they may stay in place if KDOW permit allows.

Letcher Buyout Team will be available to assist the contractor with KDOW permit submission.

● Storing equipment on or accessing demolition properties from neighboring properties may be acceptable if the contractor obtains a signed right of entry form from the neighboring property owner and provides it to the Letcher Buyout Team prior to entering private property. Any damage to neighboring property must be repaired.

Scope of Work:

Services to be provided include:

● Termination of abandoned utilities at least 2 feet below the finish grade of site, including the capping of all wells and/or removal of associated components.

● Verification that utilities are disconnected and that the homeowner has vacated premises must be done prior to beginning work.

● Demolition of structures (houses) and any outbuildings.

● Demolition of associated driveways, sidewalks, fences, mailboxes, and landscaping.

● Removal of all structure foundation and basement walls to at least 1 foot below the finish grade of the site.

● Filling of basements with compacted clean fill (basement floors must have a minimum 1-foot diameter hole in floor to allow for drainage). Clean fill from the demo property in question may be used (such as bricks); however fill from other demo properties may not be used. Compaction factors necessary to achieve required level grade must be used. Any provided fill or rock must come from permitted quarries or borrow pit–tickets/invoices must be provided with invoice.

● Removal of septic tank, if not removed, floors and walls must be cracked or crumbled so tank will not hold water and the tank must be filled with sand or other clean fill (fill source must come from permitted quarry or provider, tickets must be provided with invoice).

● Removal and proper disposal of demolition debris and household hazardous waste to an approved landfill (scale/tipping tickets are required) Debris must be wetted if required by the terms in this IFB.

○ The Perry County Transfer station in Hazard, KY is accepting non-hazardous demolition debris.

○ Note: Concrete or asphalt *might* be accepted by local or state government road departments as part of beneficial reuse/recycling as revetment or millings. IF these government road departments will accept the concrete or asphalt, the equivalent of a ticket will be accepted (date stamped photo of delivery as well as a document/paper with approximate quantity/date/location with initials by someone at the government location).
