About this file
This is an Affirmative Steps compliance document for Letcher County Fiscal Court in Kentucky, outlining requirements under 2 CFR 200.321 for contracting with small and minority businesses, women's business enterprises, and labor surplus area firms in connection with a Disaster Property Acquisition Project demolition services procurement. The document establishes mandatory affirmative action procedures that apply to all contractors and subcontractors involved in the project, including engineers and demolition service providers.
The affirmative steps required include placing qualified small, minority, and women-owned enterprises on solicitation lists; actively soliciting these enterprises whenever they are potential sources; dividing total project requirements into smaller tasks or quantities where economically feasible to maximize participation; establishing delivery schedules that encourage participation by these enterprises; and utilizing assistance from organizations such as the Small Business Administration and the Minority Business Development Agency. These requirements are binding conditions for all parties submitting bids or proposals and must be incorporated into any subcontracting arrangements.
