About this file

This document is the Minimum Sampling and Testing Requirements for Materials and Pavements issued by the Utah Department of Transportation (UDOT) Materials and Pavements Division, with a revision date of March 17, 2026. The document provides comprehensive guidance on verification sampling and testing procedures for materials used in construction projects in compliance with 23 CFR 637B requirements. It establishes frequency schedules and testing protocols for materials processed at or near project sites, as well as materials obtained from qualified sources. The document covers numerous specification categories including embankment and borrow materials, base courses, asphalt mixes, concrete pavements, seal coats, and specialized materials such as MSE backfill and precast concrete elements. Testing requirements are detailed for each material type, specifying maximum lot sizes, sampling frequencies, sampling locations, laboratory testing references (primarily AASHTO standards), and specific measurement protocols.

The Resident Engineer is responsible for obtaining all substantiating documentation to verify acceptance of contractor work and ensure specification compliance to support payment. Materials processed at or near project sites undergo acceptance sampling and testing performed by UDOT TTQP qualified personnel, while certain manufactured products from qualified sources—including Portland cement, flyash, pozzolans, reinforcing steel, coatings, precast prestressed concrete, hydrated lime, and emulsions—may be accepted through the Department's Qualified Supplier Requirements and industry quality control procedures. The document specifies that any material found to be out of specification will be rejected and removed from the project site at the contractor's expense or be subject to applicable price adjustments. Complete records including test and inspection reports must be maintained in project files, with the Resident Engineer certifying that incorporated materials conform to approved plans and specifications in accordance with UDOT Policy 08B-31.

Introduction

Purpose This document provides general guidance to personnel responsible for verification sampling and testing consistent with the Code of Federal Regulations 23 CFR 637B, which requires each State Transportation Department to establish frequency guide schedules for verification sampling and testing.

Scope This document consists of two parts. The first outlines the testing and documentation required for materials that are manipulated and processed at or near the project site and tested for acceptance as close as practical to final incorporation in the work under the direction of the Resident Engineer. The second summarizes the testing and documentation required for materials obtained from qualified sources as determined through the Department’s Qualified Supplier Requirements for manufactured products where industry quality control procedures demonstrate consistent satisfaction of the specifications.

Minimum Sampling and Testing Requirements, Introduction

Materials and Pavements Division Page 2 of 3

General Procedures The Resident Engineer is responsible for obtaining all substantiating documentation used to justify acceptance of the Contractor’s work and provide documentary evidence of specification compliance to support acceptance and payment to the Contractor for materials furnished and work completed. The Resident Engineer verifies supporting documentation prior to partial and final payment. In the case of failure to meet the material quality requirements, the documentation will constitute the basis for rejection or work deemed unfit for acceptance, or it may be the basis for its acceptance upon appropriate contract price adjustment where this is permitted under the contract provisions. (Reference UDOT Standard Specification Sections 00727 and 01455.)

Complete records including test and inspection reports covering acceptance or rejection are to be maintained in the project files.

The Resident Engineer certifies the materials incorporated into the project are in conformance with the approved plans and specifications in accordance with UDOT Policy 08B-31.

Materials Processed at or Near the Project Site

Acceptance sampling and testing is performed in accordance with Part 1 of this document under the direction of the Resident Engineer by UDOT TTQP qualified personnel. Samples are taken at the point of acceptance and compliance tests are performed to determine if the material is acceptable under the applicable section of the specifications.

Qualified Sources

Part 2 of this document identifies certain materials found to be acceptable from qualified sources through the Department’s Qualified Supplier Requirements. These materials include: Portland cement, flyash and pozzolans, reinforcing steel and coatings, precast prestressed concrete, hydrated lime, and emulsions.

Samples of any material may be taken at any time. Any material found to be out of specification will be rejected and removed from the project site at the contractor’s expense or be subject to applicable price adjustments. Items not identified in the Minimum Sampling and Testing Requirements require appropriate testing or verification as outlined in supplemental specifications and/or approved special provisions.

0 inches B

3 New asphalt to new asphalt where the edge slope is 1:1 or flatter
