No. 1: external suction filling; No. 2: separate approximately 3,000-liter water trailer; No. 3:

separate 2,000-liter dual-diesel pressure-cleaning and washdown trailer with specified upgrades. See Section 15.

2. ISO Container-Style Skid and Twistlock Transport Interface

• Provide a structurally engineered steel ISO container-style skid nominally 20 feet long and 8 feet wide with four lower ISO 1161-compatible corner fittings, or equivalently certified fittings, located and oriented to engage the four twistlocks on the Owner’s actual carrier. Use standard

20-foot ISO container corner-fitting centerline geometry where compatible with the carrier.

• The skid shall use genuine ISO-compatible corner castings or qualified equivalents for truck attachment. The four bottom castings shall be structurally integrated into the skid, accessible for inspection, and positioned so truck twistlocks can rotate fully into locked position. Verify bearing, uplift, longitudinal and transverse restraint capacities for the laden apparatus. A skid fitted with ISO corners is not necessarily a certified freight container; no representation of ISO container certification or stacking capability is required unless specifically offered and substantiated.

• Provide load-bearing supports beneath tank and equipment, corrosion protection (hot-dip galvanizing coating), drainage, protected service access, lifting points where engineered, and secure equipment retention.

• Design for the filled tank, all equipment and fuel, lifting and placement operations, road braking, turning, travel vibration, dynamic liquid effects, twistlock restraint forces, and stationary ground service.

• Provide an engineered method for lifting, installing and removing the skid from its carrier. Identify approved lifting equipment, lifting points, etc. Minimally the ISO skid will have fully enclosed fork pockets. Enclosed fork pockets should be designed in a way to protect the tank from punctures from the forklift.

• The overall assembled skid height, measured vertically from the bottom bearing surface of the lower corner fittings to the highest permanently installed or required stowed component, shall

EXCEED 96 inches (8 feet).

3. Water Storage and Surge Control

• Provide approximately 13,000 liters to 15,000 liters of nominal usable water capacity

(approximately 3,500 to 4,000 U.S. gallons, rounded). The bidder shall state actual nominal capacity, total wet apparatus weight, legal on-road water volume, and permissible water volume during lifting/placement separately. UV-resistant polyethylene tank preferred; engineered steel alternative permissible if identified. Tank mounting shall accommodate liquid loading, temperature effects and maintenance.

• Provide inspection manway, accessible drain, suitable top opening, screened fill access, safe overflow, venting sized for maximum filling/emptying flow, and adequate fittings.

• Provide an internal polyethylene baffle-ball surge suppression system (e.g., LiquidLocker or equivalent).

• Baffle balls alone shall not substitute for structural baffles or other protections shown necessary by the tank/vehicle engineering analysis.

4. Diesel Engine, Self-Priming Main Pump and Hydraulic Circuit

4.1 Engine and supply

• Provide heavy-duty industrial diesel engine (Kubota, Yanmar, Kohler or approved equal), electric start, electronic/manual throttle, remote starting/stopping, engine-hour meter, charging alternator, accessible fuel tank, and local controls and e-stop.

• Include low-oil and over-temperature protective shutdowns, guarded hot/rotating components, exhaust shielding and a serviceable weather-resistant installation.

• Select rated horsepower from documented duty points, pump efficiency, simultaneous outlets, suction losses, and cannon operation rather than nominal water-cart pump size.

4.2 Self-priming main pump — mandatory

• Provide a genuinely self-priming centrifugal water-distribution pump or engineered automatic priming arrangement. Following normal initial casing preparation, the pump shall establish prime on its onboard tank-supply circuit and reliably resume operation after routine shutdown without manually filling external suction hoses.

4.3 Pump flow, pressure and concurrent operation

The manufacturer shall size the diesel engine, self-priming pump and distribution piping as an integrated system capable of powering several specified spray heads simultaneously and operating the selected elevated water monitor at its manufacturer-recommended flow and pressure. The bidder shall define guaranteed operating duty points, including (a) all three rear sprays, (b) center rear spray plus both elevated side sprays, and (c) water monitor and the fire hose operated together.

5. Water Distribution and Independent Valves

Rear left spray One adjustable spray head, dedicated electrically actuated valve, remote control

Rear center spray One adjustable spray head, dedicated electrically actuated valve, remote control

Rear right spray One adjustable spray head, dedicated electrically actuated valve, remote control

Elevated left-side spray One adjustable directional discharge, dedicated valve, remote control

Elevated right-side spray One adjustable directional discharge, dedicated valve, remote control

Removable dribble bar

Two removable bars (one connection point): road-watering dribble bar and street-flusher bar; both stored securely onboard for road transport

Water cannon Separate isolation valve and OEM-approved control integration

Fire hose reel Dedicated regulated supply and independent valve

Rear sprays shall achieve useful roadway coverage with independently adjustable discharge patterns. Elevated side sprays shall reach shoulders/slopes while minimizing vehicle splash and transport-envelope intrusion. Supply two quick-attach rear watering tools: (1) a dribble bar for reasonably uniform roadway wetting and (2) a street-flusher bar configured for directed roadway flushing. Both shall have corrosion-resistant piping, secure removable connections, independent actuation as applicable, and positive onboard retention for public-road transport. Bar mounting and operation shall not interfere with the ISO corner fittings, twistlocks or carrier interfaces.

6. Elevated Electric Water Monitor / Cannon

Supply an industrial electrically actuated water monitor/cannon of bidder-selected make and model. The preferred design operating point is approximately 200 U.S. GPM (757 L/min), at the pressure required by the selected nozzle to achieve the proposed useful spray reach and pattern.

The monitor shall be electrically aimed and furnished with wireless handheld remote control for left/right and up/down positioning with wireless stream/fog adjustment. The vendor shall select a complete, manufacturer-supported monitor/nozzle/control package compatible with the actual pump, piping, electrical system and concurrent-use duty points. No brand or model listed below is mandatory.

6.1 Illustrative low-flow wireless monitor products — examples only

• Task Force Tips (TFT) EF1 RC, a compact monitor rated to a maximum of 200 GPM, paired with manufacturer-approved wireless control equipment and a nozzle suitable for the proposed duty point. Reference: https://tft.com/product/y1-e62a/

• Elkhart Brass Sidewinder EXM2 electric monitor with the selectable-flow 6000-200E electric nozzle (200 GPM setting) and EXM2 wireless handheld controller/gateway (7015X2), subject to current model availability and compatibility confirmation. Reference:

https://elkhartbrass.com/products/master-stream-nozzles/6000-series/;

https://elkhartbrass.com/products/monitors/exm2-monitors/

• Akron Brass electrically operated monitor with compatible wireless remote and a properly sized lower-flow nozzle, if proposed by the manufacturer. The StreamMaster II is an example of Akron wireless monitor controls, but its 2,000-GPM maximum rating is not the requested design flow and does not independently establish 200-GPM nozzle performance. Reference:

https://www.akronbrass.com/stream-master-ii-electric-2000

• Access Truck Parts Tempest electric water cannon with wireless remote, if the manufacturer supplies a documented lower-flow nozzle/duty-point configuration acceptable for this apparatus. The published Tempest example lists nominal 320/480/630-GPM configurations, so a

200-GPM application requires specific vendor substantiation and shall not be presumed compatible. Reference: https://accesstruckparts.com/product/the-tempest-electric-water-cannon-kit/

Selection requirement: These products illustrate capabilities only. The bidder is responsible for selecting the actual brand/model and shall state monitor and nozzle models; certified or published flow-pressure performance at approximately 200 GPM; nozzle and monitor pressure losses; wireless remote features and range; 12/24V power demands; full assembly weight and dimensions; throw distance at offered duty point; mounting reactions; and U.S. parts/service availability. Monitor maximum rated flow must not be confused with the engineered operating flow. If a different flow is proposed, bidder shall disclose and justify the deviation.

• Install the monitor on the DRIVER’S SIDE of the skid, elevated at the rear as best supported by the proposed layout. Reinforce its support into primary structural members and ensure full clearance for water distribution, tank access, ISO lifting/handling and transportation.

• Supply adjustable directional aiming and a suitable stream/fog or pattern-adjustable nozzle, with electric positioning and controls where offered. The bidder shall specify horizontal and vertical movement ranges, nozzle range, flow and pressure at the selected pump duty point, and practical throw distance.

• The selected monitor shall be sized to match the pump curve and discharge piping; the bidder shall demonstrate acceptable operation without relying on unsupported peak-flow marketing figures. Show operating pressures and flow for the monitor alone and for the required concurrent spray modes.

• Wireless remote monitor positioning and pattern/flow adjustment are required. A separate original-equipment-manufacturer remote may be supplied where integration with the general apparatus controller is not supported. Bidder shall disclose the complete offered control functions and any separate handheld controller.

• Provide positive travel stow and protection against unintended motion or discharge, and engineer structural support for water monitor reaction forces, piping stresses and transport loads.

• Provide hydrant wrench, hydrant ball valve and fill hose with fittings/adapters compatible with hydrants.

9. Wireless Control System

Provide an industrial weather-resistant handheld wireless controller for the water distribution system, using readily available manufacturer-supported functions and clear labels. Remote operation of individual spray actuators, dribble/flusher mode, pump/engine functions and lighting is preferred where supported; identify functions requiring local controls or a separate water-monitor remote. Maintain fail-safe reaction to signal loss and prevent unexpected restart.

• Engine start/stop and engine speed control shall be provided by convenient accessible controls;

wireless engine start/stop and RPM adjustment are preferred.

• Independently operate rear left, center and right sprays and elevated left and right discharges.

Include remote operation of the selected dribble/street-flusher circuit where provided, with separate control of the cannon supply and hose reel valve where practical.

• Provide remote warning-light on/off and work-light on/off capability if compatible with the selected controller; otherwise provide separate clearly labeled local switches. A remote all-sprays-off function is preferred. Do not substitute a wireless command for an accessible physical emergency-stop actuator.

• Optional conveniences, if available in the standard control platform, include predefined spraying combinations and an all-sprays-off command. Bidder shall identify included and optional functions in a control-function schedule.

• Provide safe valve closing logic to avoid damaging hydraulic transients; use manufacturer-supported controller integration. CivMaster and TTi references demonstrate wireless engine/pump and water-spray control on certain models; the full custom feature set shall not be assumed standard and must be confirmed by the selected vendor.

10. Accessible Ground-Level Emergency Stop and Service Controls

Provide at least one clearly labeled, mechanically latching emergency-stop pushbutton readily reachable from ground level without climbing onto the skid. Provide accessible engine start/stop, throttle and battery disconnect at safe service locations. A large centralized instrument/control panel with additional displays is not required. Provide adequate local override controls to operate and safely shut down the apparatus should the wireless system fail.
