About this file
This is a Scope of Work document for the City of Arlington, Texas, establishing an annual requirements contract for high-performance cold patch asphalt material. The contract seeks bituminous patching material suitable for pothole repair, with known acceptable brands including UPM, Sakrete, E-Z Street, and SPM. The City reserves the right to award to a single vendor or multiple vendors, designating primary and secondary vendors or joint awards as deemed most advantageous. The material must be capable of application in air temperatures ranging from -15°F to 100°F while maintaining flexibility and cohesiveness, and must perform effectively in damp or wet conditions. The specification requires aggregate consisting of crushed limestone with a maximum particle size of 12.5 millimeters, combined with liquid asphalt blended from AC-5, AC-10, or AC-20 base stock. The final mixture composition must be 93.5 to 95.0 percent aggregate and 5.0 to 6.5 percent bituminous material.
The supplier must guarantee that the patching material remains workable in uncovered stockpiles for 12 months and that repaired potholes show no significant shoving, rutting, tracking, or unraveling within 12 months of repair. Should the material fail to meet specifications regardless of weather conditions or application methods, the City reserves the right to require replacement or reimbursement for unused unsatisfactory material. The supplier must remove and replace any deficient mix within 15 days of written notification and must provide contact information for the point of contact responsible for performance guarantee administration. The Scope of Work references detailed material testing requirements under various ASTM standards, including soundness loss, abrasion loss, absorption rates, and bituminous material viscosity, penetration, and distillation specifications to ensure product quality and durability.

SCOPE OF WORK
26-0225 Annual Requirements Contract for Cold Patch Asphalt
1. INTENT
The purpose of this specification is to establish an annual requirement contract for the purchases of high-performance cold patch material. Known acceptable high-performance cold patch materials are the following: UPM, Sakrete, E-Z Street, and SPM. The City reserves the right to request samples of products being bid prior to award of the bid.
The City reserves the right to make a bid award to either one vendor or to multiple vendors, whichever is in the best interest of the City. If the award is made to multiple vendors, it will be either as one vendor being the primary vendor and the other vendor the secondary vendor, or both vendors awarded jointly.
2. PRODUCT SPECIFICATIONS
A. General Description:
The bituminous patching material shall consist of crushed stone, asphaltic concrete with asphalt additives.
Temperature Range: The mix must be capable of being placed in air temperature ranging from –
15° F to 100° F and shall maintain its flexibility and cohesiveness.
Weather Conditions: The mix must be capable of being placed in areas, which are damp or wet at the time of application.
B. Materials:
a. Aggregate
i. Aggregate will consist of a crushed limestone or City of Arlington approved equal, complying with requirements of ASTM C-136.
ii. Aggregate gradation shall have a maximum particle size of 12.5 millimeters (½ inch).
