About this file
This is a State Reciprocal Requirement and Non-Collusion Statement form issued by the City of Lewisville Purchasing Division for an Annual Contract for Chemical Analysis. The form requires all bidders to disclose their principal place of business and certify compliance with Texas Government Code Section 2252.002, which governs bidding preferences for Texas resident bidders. Non-resident bidders may only be awarded contracts if their bids are lower than the lowest Texas resident bid by the same dollar increment or percentage that the non-resident's home state provides to its own resident bidders. Bidders must identify their principal place of business location and, if located outside Texas, must indicate whether their home state provides resident bidding preferences and specify the dollar amount or percentage of any such preference.
The form requires bidders to execute a non-collusion statement affirming that the bid was prepared independently, that pricing and terms have not been communicated to competitors prior to bid opening, and that the signatory is duly authorized to execute the contract. All goods and services provided must comply with the Americans with Disabilities Act and related regulations. The form requires completion by an authorized bidder representative and company official, including printed names, signatures, job titles, company contact information, and mailing address. Award will be based on Local Government Code Chapter 252, and the successful bidder must certify ADA compliance if applicable.
