About this file
This is a Statement of No Bid form from the City of Lubbock, Texas Purchasing and Contract Management Department related to a Secondary Auto Body and Collision Repairs solicitation. The form is designed for potential bidders to formally decline participation in the competitive sealed bid process and provide reasons for their decision. Interested parties who do not intend to submit a bid are required to complete and return the form prior to the bid receipt deadline to Marta Alvarez, Director of Purchasing and Contract Management, at the City of Lubbock's address. The form allows vendors to select from multiple predetermined reasons for declining to bid, including overly restrictive specifications, unclear specifications, insufficient response time, unavailable products or services, scheduling conflicts, inability to meet specifications, project scope concerns, bonding or insurance limitations, and other specified reasons.
The Statement of No Bid form requires vendors to provide company contact information, including company name, address, contact person, title, telephone number, facsimile number, and internet address. Vendors may also include remarks explaining their decision to decline participation. This administrative form serves as a courtesy notification mechanism that allows the City of Lubbock to track vendor interest levels, identify potential barriers to competition, and maintain contact information for future bidding opportunities. The form does not address pricing, set-asides, funding sources, or contract terms, as it is exclusively a mechanism for documenting non-participation in the solicitation process.
