About this file
This is a sole source justification letter from the Oregon Department of Human Services (ODHS), Child Welfare division, dated September 22, 2023, supporting the exclusive procurement of services from FosterClub, Inc. The letter establishes that FosterClub's Constituent Relationship Manager (CRM) software and Foster Club App are proprietary tools available exclusively through contract with FosterClub, and that FosterClub is the sole provider of the "Integrated LEx" model, which delivers peer-support services staffed by youth and young adults with lived experience in foster care. The letter confirms that FosterClub offers comprehensive support including staff supervision, background check administration, and user engagement services. Contact information is provided for questions regarding the procurement.
The sole source designation is justified on the grounds of proprietary ownership and service exclusivity, eliminating competitive bidding requirements. No pricing information, contract term, or additional funding details are specified in the letter itself. The document serves as the supporting justification for direct procurement without competition, allowing ODHS to move forward with FosterClub as the sole contractor for these specified software and youth peer-support services.

To Whom It May concern, FosterClub’s Constituent Relationship Manager (CRM) and the Foster Club App used to track and engage Oregon youth are proprietary pieces of software, owned exclusively by FosterClub, Inc., and available only through a contract with FosterClub.
Additionally, FosterClub is the only organization to offer the “Integrated LEx” model of training and supporting youth/young adults with lived experience in foster care to offer peer-delivered services, which includes staffing and supervision, safety measures including background checks, and support to engage unique users of the CRM.
Please feel free to contact me at 503-717-1552 or celeste@fosterclub.com with any questions.
Sincerely, Celeste Bodner Executive Director
