RFI Advanced Gun Detection Technology Solution The following statement is applicable to all questions asked:

This is a request for information (RFI) only. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI is a tool the United States Capitol Police (USCP) is using for market research and information gathering to determine the feasibility of launching a formal procurement process. The USCP is exploring capabilities, trends, and innovations available in the market. The input from vendors and stakeholders will enable the USCP to gain a clearer understanding of what solutions exist and how they align with the USCP’s needs. The industry feedback will ensure that if / when a formal RFP is issued, the requirements are well-defined, realistic, and aligned with market capabilities.

Number Question USCP Response

1 Is there a specific number of locations that will use the detection system?

The number of locations will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

2 Is there a desired alert and response workflow when a weapon is detected?

The response workflow will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

3 Are there other systems of software solutions that would need to be integrated with the system?

Per paragraph C.1, bullet 3, the respondents shall define their integration capabilities with existing surveillance, communication, and data management systems. The respondents should consider prevalent surveillance, communication, and data management systems in the market. The specific USCP surveillance, communication, and data management systems will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

4 Is there personnel already in place for security screening that would be dedicated to a weapons detection system?

The personnel in place for security screening will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

5 In addition to existing building, what other special events would need to be considered?

The special events will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

6 Is there a timeline for a potential purchase and implementation?

This is a request for information (RFI) only.

This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP.

7 How many people would need to be trained and over what period of time?

The training requirements will be detailed in a subsequent, controlled Request for

Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

8 RFI, Section C, Page 4

Can the government please clarify the role of the desired gun detection solution within the USCP screening workflow? For instance, do you envision it to be an active or passive deterrent?

The USCP is exploring capabilities, trends, and innovations available in the market. The input from vendors and stakeholders will enable the USCP to gain a clearer understanding of what solutions exist and how they align with the USCP’s needs. Respondents are encouraged to detail the capabilities of their solutions, to include in passive and active applications.

9 RFI, Section C.1, Page 4

Under "Operational Capabilities" this RFI requests that Offerors provide information on "Scalability for deployment across multiple sites or jurisdictions".

Can the government elaborate more on "Scalability"?

Scalability refers to your system’s ability to efficiently expand and adapt to meet the changing and growing needs of the USCP and the security environment. Describe how your technology can be easily deployed across additional locations, integrated with more cameras or devices, or extended to new facilities without requiring a complete overhaul of the existing security infrastructure. The USCP wants to understand how your technology can be customized and adjusted to fit different environments, from small office lobbies to large campuses or transportation hubs, ensuring consistent protection as the needs evolve. The USCP wants to ensure the gun detection technology remains effective, flexible, and cost-efficient as security requirements expand or change over time.

10 RFI, Section C.2, Page 4

Can the government clarify on preferred alerting mechanisms, such as SMS/email to first responders or integration with any existing emergency response systems?

The alerting mechanism will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest. Respondents should describe the alerting mechanisms their solutions support.

11 RFI, General

Can the Government share Standard Operating Procedures in relation to security operations currently in place?

No. The appropriate Standard Operating Procedures will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

12 RFI, General

Must this system integrate with other systems at the adoption phase or can it be used in standalone mode until desired integration capabilities are built?

Per paragraph C.1, bullet 3, the respondents shall define their integration capabilities with existing surveillance, communication, and data management systems. If your solutions must be stand alone, then detail that in your response. The specific USCP integration requirements systems will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

13 RFI, Section C 3.2

What are the current personnel types/categories used for policing, investigations, and operational monitoring (i.e. monitors, operators, dispatchers, watchdogs, rovers, etc.) and their responsibilities?

The personnel in place for security screening will be detailed in a subsequent, controlled Request for Proposal (RFP) if a solicitation is determined to be in the USCP’s best interest.

14 RFI, Section C 2.3

Are there any third party partners including first responders that should also be receiving information about the system?"

No. The respondents shall adhere to the submission requirements detailed in the RFI.

Reference SUBMISSION REQUIREMENTS:

paragraph A. Delivery of Responses:

15 RFI, Section C 1.3

Under ""System Overview"" this RFI requests that Offerors provide an ""Overview of AI/computer vision algorithms used for firearm detection and classification"".

Could you please confirm whether the intent is for Offerors to describe how intelligent decision-making will be applied based on specific system types, or if they are seeking a comparison of AI and Computer vision options?

The USCP is exploring capabilities, trends, and innovations available in the market. The input from vendors and stakeholders will enable the USCP to gain a clearer understanding of what solutions exist and how they align with the USCP’s needs. Respondents are encouraged to detail the capabilities of their solutions, to include AI and computer vision options.
