About this file
This file contains specifications for a Department of Veterans Affairs (VA) construction project to renovate approximately 19,900 square feet of space at the Carl Vinson VA Medical Center in Dublin, Georgia. The project involves renovating two wings (5B North and 5B East) to create new specialty clinic spaces: 5B North will become a cardiology service wing, and 5B East will serve as a pulmonary, home oxygen, and telemetry service wing. The renovation includes infrastructure upgrades to plumbing, medical gas, fire alarm, fire protection, mechanical, and electrical systems, with a new air handling unit to be installed in the attic.
The solicitation (36C24725R0054) is 100% set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs), with a project magnitude between $10 million and $20 million. The period of performance is 550 days after the Notice to Proceed, with a mandatory site visit scheduled for August 7, 2025, at 9:00 AM EDT. The comprehensive renovation will include demolition of existing spaces, installation of new equipment including modular office furniture and medical equipment, and construction related to integrating built-in medical equipment. Vendors must contact Bill Cheng at bill.cheng@va.gov to confirm site visit attendance.

Center areas between 5B North and 5B East provide shared support and lobby services. Work includes infrastructure upgrades to plumbing, medical gas, fire alarm, fire protection, mechanical, and electrical systems. A new air handling unit is installed in the attic, which requires changes to the existing attic dormers. New equipment includes modular, built-in office furniture, medical equipment, and construction related to installing built-in medical equipment.
B. ITEM II, DEDUCT ALTERNATE 1: Remove all solid surface windowsills from all exterior windows. Replace solid surface windowsills with painted gypsum board in all locations except bathrooms.

I. Phasing:
1. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:
2. To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the
Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to COR as follows:
1. See phasing drawing for graphical explanation and additional notes.
2. Construction Duration: 24 months from notice to proceed to Final
