About this file
This document contains questions and responses for Oregon Health Authority's Public Health RFP #S-44300-00003935 for training course delivery services. The Oregon Health Authority anticipates awarding multiple contracts/price agreements from this solicitation. The RFP seeks vendors to deliver three primary training courses: Basic Disaster Life Support (BDLS), Advanced Disaster Life Support (ADLS), and Tactical Emergency Casualty Care (TECC) courses. The BDLS and ADLS courses are one-day and two-day programs respectively, each accommodating up to 75 students, while the casualty care course includes moulage (simulated injuries) for realistic training scenarios. Courses may be offered in both virtual and in-person formats. The initial contract term is anticipated to be one year with options to renew up to a cumulative maximum of five years. The not-to-exceed amount for the entire price agreement is $500,000 across the maximum five-year duration. Questions were due by September 16, 2022, at 3:00 PM, and proposers were required to submit responses electronically through OregonBuys, limited to 10 pages excluding attachments.
The pricing structure requires proposers to submit fully loaded costs for each training course delivery, including all direct and indirect costs such as travel, food and beverage, moulage, and other incidentals. Proposers must provide separate pricing for virtual and in-person course options. The Oregon Health Authority has access to classroom facilities and will not require vendors to provide facility costs, though proposers may submit pricing both with and without facility provisions. Instructors and trainers delivering specific courses must be certified by the National Disaster Life Support Foundation, though the firms themselves do not require NDLSF certification. The funding source is a combination of federal funds and other funds. Three reference checks using Attachment D forms are required with each proposal submission. Minority-owned businesses must complete Attachment F (Certified Disadvantaged Business Outreach Plan), though this attachment may be required post-submission and prior to contract execution for other proposers if subcontracting opportunities arise. No further competition is required after initial award; contractors will not need to re-compete for task orders.
