About this file
This Amendment 1 document issued by the South Carolina Department of Health & Environmental Control (DHEC) modifies the Request for Proposal solicitation 5400025528 for services to provide tobacco prevention education. The solicitation is divided into two geographic lots: Lot 1 covering the Lowcountry and Midlands Regions, and Lot 2 covering the Upstate Region. Prospective offerors may bid on either lot or both, provided they meet minimum qualifications as a non-profit 501(c)(3) organization located in South Carolina. A non-mandatory pre-proposal teleconference was scheduled for September 5, 2023, at 2:00 PM ET via Microsoft Teams. The deadline for submission of offers is October 5, 2023, at 2:30 PM ET, and award notification is anticipated on December 18, 2023. The contract terms include Year 1 funding with renewal options for up to four additional years.
Lot 1 offers maximum Year 1 funding of $200,000 (renewable for a total maximum award of $1,000,000 over five years), with approximately $45,000 annually designated for educational campaigns. Lot 2 offers maximum Year 1 funding of $100,000 (renewable for a total maximum award of $500,000 over five years), with approximately $24,000 annually designated for educational campaigns. Funding may be used for reasonable program and personnel costs at the applicant's discretion, subject to approval by the DHEC Division of Tobacco Prevention and Control. Subsequent contractual years are contingent upon fund availability and satisfactory performance in meeting contract deliverables. State preferences do not apply to this solicitation per South Carolina Code Section 11-35-1524(E)(3). The previous contract award for this program was held by two organizations: Hold Out the Lifeline A Mission and Just Say Something.
