About this file

This is a Non-Mandatory Addendum (Addendum Number 4) issued by the North Carolina Department of Transportation (NCDOT) for Solicitation Number 54-DM-17052, which concerns steel toe safety shoes. The solicitation is scheduled to open on 03/27/2025 at 2:00 PM ET, with Procurement Specialist Desmond McCleese overseeing the process. The addendum addresses vendor questions specifically related to mobile unit shoe specifications, focusing on safety requirements such as met-guard protection, puncture resistance, and compliance with ASTM F2413-18 safety standards.

The addendum clarifies that while all shoes should be puncture resistant, not every shoe needs to meet the full ASTM F2413-18 PR (puncture resistant) standard. NCDOT indicates that puncture-resistant insoles are the primary intent, with specific considerations for bridge employees who may require additional protection due to potential workplace hazards. The state emphasizes that personal protective equipment (PPE) should be selected based on job-specific risks, and that while safety toe caps are required for all shoes, the extensive puncture resistance standard may not be necessary for all positions within the department.

Vendor Question State’s Response

4 The specifications for shoes to be stocked on the mobile units require "puncture resistant soles". There is a specific ASTM F2413-18 "PR" standard for puncture resistance. Please clarify if NC DOT will require ASTM F2413-18 PR rated safety footwear in the future or is NC DOT's requirement intended to include sturdy work outsoles to help reduce punctures but not at the level of protection required in the ASTM F2413-18 PR standard.

We understood the prior answer on puncture resistant outsoles but in over 30 years serving NC DOT, a very limited number of positions have required ASTM F2413 puncture resistant ("PR rated" outsole shoes. We are not aware of any NC DOT sites we serve today who require any of their employees to purchase ASTM F2413 "PR" rated safety shoes.

Generally speaking, all PPE is selected based on the hazards of the job. Some jobs may require metatarsal guard "MT" protection and some may require puncture resistance "PR" but in our experience, it is very few positions at NC DOT for those two protections. Based on our experience the ASTM F2413 safety toe caps are required for all the shoes but not the "PR" rated protection. We are concerned this specification will unnecessarily drive up costs and result in us bidding shoes your employees are not likely to purchase. Please review this again internally with the safety team and reconfirm.

Puncture resistant insoles are the intent. Not all shoes need to conform to ASTM F2413-18 PR (puncture resistant). Bridge employees do have some exposure that may need to have some options made available that meet the ASTM F2143-18 PR as they may work on wood bridges that create the exposure.
