About this file
This is Addendum #2 to solicitation #54-CA-10112024 issued by the North Carolina Department of Transportation for Bicycle Helmets, with responses due January 24, 2025, at 2:00 PM ET. The solicitation is for the supply of bicycle helmets, including toddler helmets (Strategic Sports Model #16-TG or functional equivalent), with an average annual order quantity of 10,000 helmets. Delivery must be completed within 10 calendar days after receipt of purchase order, which is a mandatory requirement. The first delivery is needed in the first week of May.
The previous bid tabulation shows nine vendors submitted bids ranging from $92,866.00 to $2,709,000.00 with varying delivery timeframes of 7-90 days. Price adjustments will not be allowed for the first 365 days of the contract, after which they may be requested. Tariff increases must be factored into bid pricing as the state will not revise contract pricing for tariff changes. The minimum order quantity is 24 units, and color options must include pink and blue, with red being acceptable as an additional option. Vendors must register in the North Carolina eVP system prior to bid opening.

Vendor Question State’s Response
1 4.6 Can you please advise as mentioned on Bid Vendor shall complete delivery within ten (10) consecutive calendar days after receipt of Purchase Order. Is this a mandatory requirement?
For the purposes of our bids, “shall” = “must” = mandatory. Yes, this is a mandatory requirement.
2 Can you provide the previous bid tabulation of this bid?
Bid tabulation from previous bid (54- CA-10172023) can be found below (Vendor totals only). For future reference, please request this information via Public Records Request through the NCDOT website.
3 Can you provide pictures of the product?
No. Information regarding the models specified in the bid document can be found online. The bid asks for these models or a Functional Equivalent.

Vendor Question State’s Response
5 For the Toddler Bicycle Helmets (Strategic Sports Model #16-TG or Functional Equivalent) --- can one of the color options be red?
This is acceptable as long as there is also a pink option and a blue option.
6 When will you need to start shipping the helmets?
We will need them to be delivered the first week in May.
7 What is the average amount of helmets shipped? The bid did indicate that the lowest quantities would be 24 Each.
An average of 10,000 helmets per year is a good base. Typically, we order once per year.
8 What is the largest order that was shipped?
See answer to Question #7.
9 Is it possible to get a couple of samples of the past orders that shipped? No need for the shipping information, just the body.
No.
10 Is there any way to know what the required quantities would be for each year?
No. This is based on application numbers. See answer to Question #7 for average.
11 What happens if the tariffs increase in the middle of the contract, which would mean a price increase?
This should be factored into your bid pricing, and/or products can be sourced from the USA. We do not control tariffs and will not revise the contract if tariffs cause price increases. Per Section 6.7 – Price Adjustments: ‘Prices proposed by the Vendor shall be firm against any increase for 365 days from the effective date of the contract. After that, price adjustments may be requested.
12 I don’t believe that we have a North Carolina eVP# but are willing to register for it if we receive the bid.
Our bid tabulations get posted via eVP and eVP registration allows you to receive notifications for upcoming bids. We strongly advise completing registration with eVP in advance of this bid opening.
