All questions were to be submitted to the designated points of contact no later than 17 September 2025at 1:00PM ET. Below is a list of submitted questions and the requisite responses from Coast Guard.

May we bring equipment?

Vendors may bring in equipment, but they must utilize plywood, or equipment pads for the ground. Vendors will be responsible for any damage to the grounds (Earth) in the vicinity.

Does the Coast Guard require thermostats, UV lighting or any other hardware?

Yes we want thermostats and UV lighting. If its currently existing in the unit it, we require it with the replacement

Control Inquiry Vendors may install into the existing controls, and if it works (communicates) great! If it does not function, so long as the unit has the ability to operate the HVAC locally the requirement will be met.

Is the contractor allowed to drive on the grass?

Vendors may bring in equipment, but they must utilize plywood, or equipment pads for the ground. Vendors will be responsible for any damage to the grounds (Earth) in the vicinity.

What is the name of the current controls contracting company?

Brown Point Facility Management Solutions, is the Primary Contracting company. Southland Controls is the Sub contractor.

Confirm the supply and return duct dimension that connect to each unit

Rough measurements taken by onsite technicians measure 16x28 for Return, and 8x28 for supply. Manufactures specifications for the current mounted units are 29.88"x9.88" supply and 29.88"x 15.88'' return.

Confirm if the existing blocking/supports for the mounting brackets will need to be replaced before installing new wall package units.

Unit cannot verify or confirm the condition of the existing supports for the current units mounting brackets. The material condition of the supports will need to be inspected when each the unit is removed.

There are no current concerns or beliefs that the current supports have sustained any damage or rot.

Confirm the two programmable thermostats are stand-alone controls and do not need to be tied into any BAS/BMS.

Vendors may install into the existing controls, and if it works (communicates) great! If it does not function, so long as the unit has the ability to operate the HVAC locally the requirement will be met.

Is there a local disconnect to shutoff power to these units only other than the breakers in Panel N1 and Panel S1? If so, where are they located?

Each unit has an internal power shut off, however it is recommended to shut off each unit in their designated panels

Are there tenants occupying the space currently and will supplemental air be required during the removal of the Bard units?

There are tenants occupying the space, there will NOT need to be supplemental air during the removal and install.

Are there server rooms in the space that still need to maintain cool during the removal and installation?

There are no server rooms involved with this requirement

Is there a storage area we can utilize to have the new units dropped off prior to the work being started?

Space the rough size of two (2) standard parking spaces may be allotted as a staging area, but it will not be considered "storage space.

Standard full-size vehicle parking space is generally 9 feet wide and 18-20 feet long. Staging requests must be coordinated with the Contracting Officer's Representative (COR) prior to the on-site delivery of any material

Can the Government clarify the “technical requirements and specifications (i.e. technical acceptability)” that will be used for Evaluation purposes?

Quotes will be evaluated for conformance to the Statement of Work (SOW). The replacement HVAC units must meet all of the specifications in section 2.0 of the SOW and the vendor's technical approach must satisfy all of the tasks outlined in the SOW.
