About this file
This document provides a justification for a sole source procurement from Unicom Government, Inc. for de-installation, storage, and reinstallation services for the Command Center Display System at the United States Coast Guard Sector Command Center in Guam. Unicom Government, Inc. installed the current CCDS in 2014 and holds an enterprise-wide maintenance and support contract for over 40 Command Center Display Systems, including the one in Guam. Due to Unicom's familiarity with the existing system specifications and configuration at this location, as well as the need for upgrades and integration of new hardware components, they are considered the only source capable of providing the required services. Acquiring these services from any other source could void the existing maintenance contract and risk system failures or warranty issues. The solicitation number for this sole source award is 52800PR24C2N006 from the Department of Homeland Security's United States Coast Guard for an estimated amount above the micro-purchase threshold.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE
PURCHASE.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
The United States Coast Guard intends to procure the services of Unicom Government, Inc. to de-install, store, and subsequent reinstall the Command Center Display System (CCDS) at the USCG Sector Command Center (SCC), Guam, as a part of a significant renovation led by CEU Honolulu. Unicom Government, Inc. currently holds a maintenance and support contract with the USCG, enterprise wide, for over 40 plus Command Center Display
Systems, including USCG SCC Guam. The services will include the management of both the current system and the integration of new hardware components, ensuring peak functionality. Furthermore, components of the CCDS will be upgraded to phase out end of lifecycle or discontinued parts, guaranteeing its alignment with the current DHS/DOD cyber security mandates.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES
OR SERVICES CAN BE USED.
The current CCDS at USCG SCC Guam was installed by Unicom Government, Inc. in 2014. Unicom Government, Inc. currently holds a maintenance and support contract with the USCG, enterprise wide, for over 40 plus Command
Center Display Systems, including USCG SCC Guam. Based on the familiarity with the location and the specs of the current CCDS as well as the projected need of upgrades required, Unicom Government, Inc. is the logical entity to provide this service. Additionally, acquiring this service from any source other than Unicom Government, Inc. will void the maintenance and support contract already established. Due to these factors as well as the time and cost it will take to acquire these services from any other source than Unicom Government, Inc., it is in the Governments best interest to sole source this requirement to Unicom Government, Inc.

A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
The USCG is actively looking for alternative systems to replace all Command Center Display Systems enterprise wide. A Request for Information from Industry was conducted when establishing the maintenance and support contract with Unicom Government, Inc. Due to lack of funding, this initiative has been delayed from its original anticipation award date within fiscal year 2024. In the meantime, USCG is continuing to monitor industry trends in search for alternative systems, alleviating future need to sole source requirements with Unicom Government, Inc.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
For USCG SSC Guam, Unicom Government, Inc.'s exclusive rights to the CCDS configurations are pivotal. Their singular position as the original vendor for the system's installation, coupled with the uninterrupted maintenance contract they've held since, underscores a depth of expertise and continuity that no other entity can match. The hardware, tailored by UNICOM, is intricately interwoven with their system, making any third-party integration not just challenging but non-viable.
Implementing solutions from an alternate source would not only be incompatible but could lead to total system malfunction. Beyond the risk of system failure, the possibility of warranty nullification and severe operational disruption becomes imminent with any deviation from Unicom Government, Inc. Considering these specialized criteria, the sole source justification for UNICOM Government, Inc. is self-evident. They are, without contestation, the only source equipped and qualified for this mission-critical responsibility of the partial system upgrade in a brief timeline.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND
OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
Due to these factors as well as the time and cost it will take to acquire these services from any other source than Unicom Government, Inc., it is in the Governments best interest to sole source this requirement to Unicom
Government, Inc.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
The Command & Control Product Line (C2PL) of USCG plans to continue its regular market research practices and monitor technological advancements that might offer more competitive solutions in the future. However, given the unique specifications of the current system, immediate actions to mitigate these barriers seem limited.
