About this file

This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS) Office of Contracts and Procurement on September 26, 2021, for Child Welfare District 2 in Multnomah County. The procurement authorizes a five-year contract for web-based guardianship certification classes provided to individuals identified as potential guardians by the Multnomah County Courts. The classes, created by subject matter experts including attorneys, social workers, and professional guardians, prepare families to understand their roles and responsibilities as guardians to children in the Multnomah County system. Guardian Partners, the sole identified vendor, is the only entity that the Multnomah County Courts recognize as meeting their service requirements. The estimated total contract value is $60,000. No specific response deadline, bidders' meeting, or award date is identified in the memo, though protests must be submitted within seven calendar days after the notice is posted on OregonBuys to the Oregon Department of Human Services Office of Contracts and Procurement.

The determination concludes that Guardian Partners is the sole source provider under ORS 279B.075(2)(a), as the efficient utilization of existing goods and services requires compatible training from only one source based on Multnomah County Courts' specifications. ODHS Child Welfare is required to fund guardianship classes mandated by the Courts. The agency reserves the right to purchase additional services or training beyond the base contract. No set-asides, disadvantaged enterprise requirements, or incumbent vendor information is specified in this procurement document. Kirk N. Rhoades, the Designated Procurement Officer, electronically approved the sole-source determination via OregonBuys.
