About this file
This is a Statement of Work (SOW) for inspection and hydrostatic testing services for fire suppression systems aboard the CGC PIKE, a U.S. Coast Guard vessel. The contractor shall perform comprehensive inspection and hydrostatic testing of the installed Engine Room CO2 and Galley Aqueous Film Forming Foam (AFFF) Systems in accordance with applicable specifications. Performance will take place at CGC PIKE's location in Ketchikan, Alaska (1300 Stedman St, Ketchikan, AK 99901) on a firm-fixed price basis. The revised period of performance is September 25-30, 2026, with the contractor required to contact the vessel upon contract award to coordinate inspection scheduling and logistics. This is a small business set-aside procurement (NAICS 561621, $25M size standard) issued as RFQ Number 52000QR260028280 under FAR Part 13 simplified acquisition procedures due to unusual and compelling urgency to ensure vessel safety and mission readiness.
The solicitation was amended to reopen competition and allow revised quotations after the government could not establish price reasonableness from initial proposals. The amended closing date for submissions is Tuesday, September 22, 2026, at 10:00 AM EST. No technical requirements or deliverables were modified by the amendment; only the period of performance was adjusted from September 21-30 to September 25-30, 2026. Previous offerors who do not submit revised proposals by the new deadline will have their original proposals deemed final and binding. The procurement is executed through the Department of Homeland Security U.S. Coast Guard Surface Force Logistics Center.
