FAR Clause 52.212-2 EVALUATION-COMMERCIAL ITEMS (JANUARY 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Evaluation Criteria:

FACTOR 1 Technical Proposal/Program Plan Weight: 50

The proposal should present a detailed, comprehensive description of the proposed procedures and/or methods for accomplishing each task or requirement specified in the Statement of Work. This description should include as a minimum:

(i) The procedure for daily procurement of samples from the government for serological or PCR testing.

(ii) The procedure for recording sample data information (tests requested, sample ID's, etc), recording and reporting serological and PCR test result data.

(iii) A description of how samples will be processed to meet the specified contract deadlines.

(iv) A description of plans to meet the deadlines of the contract for confirmation of positive results.

(v) A description of the supervision of personnel working under this contract.

(vi) A description of the calibration of the instruments used for testing.

(vii) A description of the methodology to be used in accomplishing the objectives of this contract and a brief description of the preparation & use of control antigens & antisera for each method of testing.

(viii) A description of how the statistical significance for each serological test is determined and the evaluation of significant results.

(ix) A description of how confirmation of positive results when requested by the COR or as deemed necessary by the contractor will be performed.

(x) A procedure for responding to emergency requests for one (1) day turnaround time for testing sample(s).

(xi) A description of the review process for all completed work to include ensuring that reporting deadlines are met.

FACTOR 2 Organizational Experience Weight: 30

(i) Describe the company, type of work or services performed, size of company, period of existence, etc.

(ii) Describe the management structure and the qualification of key management personnel.

(iii) Provide a detailed discussion of company experience in performing work similar to that required in this solicitation.

(iv) Provide references (names, e-mail addresses, telephone numbers) of former and/or current clients for which work similar to that required in this RFP has been or is being performed.

FACTOR 3 Personnel Experience and Availability Weight: 20

(i) Identify all persons who would perform work under this contract, including those who would serve in a backup capacity. Clearly indicate what work function each person would perform and whether or not they are currently employed by the company. For each person, provide a resume showing their qualifications, including education, training, and experience.

(ii) For each person, specify the percentage of time to be devoted to the contract effort.

(iii) Discuss the mechanism for diverting additional personnel resources if, for whatever reason, it becomes necessary in order to meet contractual obligations if so directed by the COR or Designated Alternate.

(iv) Describe the training program for proposed staff.

Technical and past performance factors, when combined, are significantly more important than price. [Contracting Officer shall insert the significant evaluation factors such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); (iv) small disadvantaged business participation; and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.]

Technical and past performance when combined, are more important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
