About this file
This is a Questions and Answers document for U.S. Coast Guard Solicitation 51291PR260000037. The document addresses four key inquiries from potential contractors regarding submission procedures, site access, bonding requirements, and licensing qualifications.
Contractor questions must be submitted by 1:00 p.m. Alaska time on February 23, 2026, to receive timely responses before the quote due date. Site visits are permitted at the Cordova location Monday through Friday, 0800-1600, and must be scheduled in advance through the Contracting Officer (KO) and/or AMTC Joshua Stewart. For bonding and payment protections, a bid bond is not required; however, since the estimated contract value exceeds $35,000 but remains below $150,000, two or more alternative payment protections are required per FAR 52.228-13, including options such as a payment bond, irrevocable letter of credit, tripartite escrow agreement, certificate of deposit, or other qualifying security, with a 10-day payment protection period. Regarding licensing requirements, the solicitation does not mandate that the prime contractor hold the Alaska General Contractor or Electrical Contractor License; however, offerors must present evidence that either the prime contractor or a subcontractor team member possesses a valid Alaska General Contractor or Electrical Contractor License.
