About this file

This document is a Request for Information (RFI) Answers file for a Military & Family Readiness Center (M&FRC) Front Desk Clerk position. The opportunity is a re-acquisition of contract FA255020P0043 for the Department of the Air Force Space Command, classified under NAICS 561320 (Temporary Help Services). The front desk clerk will be responsible for greeting customers, providing information about M&FRC programs, directing clients to appropriate program managers, scheduling classes, and maintaining the Resource Center.

Key details include a one-person front desk position with a performance period from 14 September 2025 to 14 March 2026. The government will provide all necessary equipment, telework capabilities, and system access, including VPN, CAC, and training for the AFFIRST data system. The solicitation will be evaluated using a lowest price technically acceptable approach, with technical and past performance being slightly more important than price. The incumbent has been in the role for eight months, and the government indicates no substitute staffing is required during absences and considers continuity challenges a low risk.

1. Occupational Classification

0. Could you please confirm which Service Contract Act (SCA) occupational code will be utilized for wage determination for this position?

0. 01111

1. Holiday Work Expectations

1. What is the likelihood that the employee will be required to work on a federal holiday during the term of the contract?

1. None

1. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

2. This is a re-acquisition. The current contract number is FA255020P0043 2.

1. How many personnel for front desk are needed?

3. One 3.

1. The PWS outlines procedures for notifying the COR of staff absences. Is the contractor required to provide substitute staffing during unplanned or extended absences, or is it acceptable for the position to remain temporarily unfilled with notice?

· No substitute would be needed. Acceptable to remain temporarily unstaffed with notice.

1. The PWS states that the contractor may be asked to telework during adverse weather or base closure. Will the Government provide remote access (VPN/CAC) and required technical infrastructure to facilitate this, or should the contractor plan to furnish telework capability?

· Yes, Government provides telework capabilities.

1. The PWS indicates that training will be provided for the AFFIRST data system. Will access to this system require a Government-issued CAC, and will onboarding for such access be sponsored by the Government?

· Yes

1. If the position is currently staffed by an incumbent, could the Government indicate how long the individual has been performing in this role?

· Eight months (8).

1. The PWS references “information resources such as computer access, telephones and scanning/copying capability” (Attachment 01, PWS, Duties). Can the Government confirm whether these resources will be Government-furnished or if the contractor is expected to supply any hardware, software, or equipment?

· Yes, Government furnished.

1. Instructions to Offerors 2(h) states: “Offerors shall also supply a separate copy of their quote, with all company information and pricing redacted and sanitized.” Can the Government clarify whether sanitization should remove only pricing information, or also company identifiers (e.g., company name, contact details, client names in past performance, and other references that could identify the submitting firm)?

· Please remove company identifiers as well.

1. Requirement Information, CLIN 0001, establishes the period of performance as 14 September 2025 – 14 March 2026. If onboarding or base access processing delays occur, will the Government allow adjustment of the start date?

· Yes

1. The PWS outlines duties of the Front Desk Clerk but does not address contractor obligations for continuity/coverage (Attachment 01, PWS, Duties). Does the Government view continuity challenges (e.g., turnover or onboarding delays) as a significant risk for this requirement? If so, would the Government place value on contractor approaches that include bench strength or surge support capability to ensure uninterrupted coverage?

· Continuity challenges not a significant risk.

1. The PWS notes the Front Desk Clerk will “ascertain the nature of the call or visit, direct clients to the appropriate program manager, schedule clients for classes…” (Attachment 01, PWS, Duties). Would the Government prefer that offerors describe their processes for escalation/triage (e.g., when to resolve at the desk versus when to hand off), or should we assume such procedures will be governed by existing M&FRC SOPs?

· Governed by existing SOPs

1. Evaluation criteria (FAR 52.212-2 Addendum) indicate technical + past performance are “slightly more important than price.” Can the Government confirm whether risk mitigation approaches (e.g., bench coverage, surge capability, proactive quality control) will be considered value discriminators under technical approach, or if the evaluation will focus strictly on minimum compliance?

13. This is a lowest price technically acceptable evaluation therefore actions beyond the pws will not be value discriminators.

1. The combined synopsis/solicitation issued on 8 August 2025 noted this opportunity under NAICS 561320 (Temporary Help Services). We noticed the current contract was issued under NAICS 561210 (Facilities Support Services). Would the Government consider keeping this effort under this same NAICS code?

14. We will be keeping the NAICS as 561320
