About this file
This is a technical specification document from the Illinois Department of Transportation (IDOT) for solar-powered, trailer-mounted, full-matrix LED changeable message boards to be used in highway maintenance operations. The specification details requirements for message boards that must display traffic advisory, warnings, and control messages in all weather conditions, with components including a message sign panel, control system, power source, and mounting/transporting equipment. Key features include minimum 8-inch characters visible from 1,000 feet, NTCIP compliance, Windows-compatible programming, 360-degree rotation capability, and the ability to operate autonomously for 30 days when fully charged. The units must withstand 80 MPH winds and operate at highway speeds up to 65 MPH.
The specification requires bidders to be established manufacturers or authorized dealers, with proof of 5+ years of manufacturing experience. Vendors must provide standard manufacturer warranties starting from IDOT's in-service date, along with service after purchase. Training for IDOT personnel is required upon delivery, and units must come with complete documentation including operators' manuals, parts lists, and electrical schematics. The document includes detailed compliance checkboxes throughout for bidders to indicate their ability to meet each specification requirement, though specific pricing terms and funding details are not included in this technical specification.
