About this file

This is a Request for Proposal (RFP) issued by Denver Water, a municipal corporation and public utility serving over 1.4 million people in Colorado, seeking qualified contractors for comprehensive weed mitigation services across six different geographical schedules. The RFP solicits proposals for managing Colorado noxious weeds from May through November each year, with services divided into six distinct schedules: SOS North Locations, SOS South Locations, SOS East Locations, Recreation Locations, Denver Metro Area Locations, and High Line Canal Locations. Proposers may submit bids for one, multiple, or all schedules. The non-mandatory pre-proposal conference is scheduled for October 2, 2024, with site walks on October 9 and 10, 2024. The proposal due date is November 6, 2024, with an anticipated agreement start date of May 1, 2025, and a proposed three-year contract term.

Contractors must possess specific certifications, including a Colorado Department of Agriculture Commercial Pesticide Applicator Qualified Supervisor designation and Certified Operators license. Pricing will be firm and fixed for the first 12 months, with potential price adjustments after that period if requested at least 60 days in advance. The evaluation process will consider multiple criteria, including methodology, company experience, qualifications, service level agreement, staffing plan, pricing, professional references, environmental compliance, and safety. While price is a factor, Denver Water is not obligated to select the lowest-priced proposal. 1.2 BACKGROUND

Denver Water is a municipal corporation and a political subdivision of the State of Colorado, under the control of a

Board appointed by the Mayor of Denver. As such, it is governed by the Denver Charter and other laws applicable to governmental entities. The Denver Charter grants the Board all the powers of the City and County of Denver, including those granted by the Constitution and by the law of the State of Colorado and by the Charter.

Specifically, the Charter gives the Board complete charge and control of a water works system and plant for supplying the City and County of Denver and its inhabitants with water for all uses and purposes. It is the largest municipal public utility in Colorado, serving water to more than 1.4 million people.

In order to fulfill its mission to provide customers with high quality water and excellent service through responsible and creative stewardship of the assets managed, Denver Water owns and operates a myriad of resources throughout its service area, which extends into Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Elbert, and Jefferson counties. These resources include, but are not limited to, reservoirs, water treatment plants, pump and decentralization stations, and various recreation areas. See Exhibit D for a high-level overview of Denver

Water’s service area.

To maintain its assets, Denver Water requires the spraying and management of weeds at various locations from approximately May through November of each year (exact weed mitigation schedules will vary depending on location) throughout the Denver Water collection system, which extends into more than eight counties, including

Park, Grand, Jefferson, Summit, Teller, Douglas, Clear Creek and Gilpin counties. See Exhibit O for a high-level overview of Denver Water’s collection system.

Weed mitigation services for the area designated in Schedule 6 (High Line Canal) is currently Denver Water’s responsibility. However, Denver Water’s responsibility will end on December 31, 2026, with the exception of

Sections 6a and 7a described in Exhibit M. These areas will require weed mitigation services continued through the end of the Agreement period.

1.3 GOALS
