About this file

This document is a single source justification for a simplified acquisition under the simplified acquisition threshold. The Department of Veterans Affairs, Veterans Integrated Service Network 10, Lt. Colonel Charles S. Kettles Medical Center requires mechanical work to provide additional year-round cooling in the Clinical Labs to address high indoor heat loads. The project will modify the existing Siemens Desigo direct-digital building management system to monitor and control the heating, ventilation, and cooling system including adding controls. A service agreement and warranty with the control system integrator require the system to remain a complete and coordinated Siemens Desigo system. Market research was not conducted due to the need for continuity of the existing control system. The contracting officer certified the single source purchase in accordance with FAR 13.106-1(b).

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-22-AP-6741

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Lt. Colonel Charles S. Kettles Medical

Center, Ann Arbor, MI 48105

2237: 506-23-1-586-0008

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Mechanical work to provide additional year-round cooling in the Clinical Labs to address high indoor heat loads. The work will be performed on the existing heating, ventilation, and cooling (HVAC) system, including its controls. Project Number 506-21-201.

Total cost is approximately $56,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The HVAC system is monitored and controlled by the Desigo direct-digital building management system, as manufactured by Siemens. This work includes modifications to the existing building controls system manufactured and maintained for the VA by Siemens that shall remain in operation and be revised, extended, and reutilized. The building control system shall be maintained as a complete, coordinated Siemens Desigo system, ready for operation.

The updated direct-digital building control system must operate and function as one complete system including one database of control point objects and global control logic capabilities. The VA has an existing service agreement with a control system integrator and holds warranty agreements which would be voided if the continuity of the control system were compromised by using products from other manufacturers and service providers.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was not completed for this system as outlined in the second paragraph in 3. above.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
