Can the SEC also confirm that Channels 3 and 4 only require a PM as Key Personnel.H.19.1 (SEC 6010.01) Key Personnel150, 51Each Task Order will require a project manager, and the Key Personnel set out for each channel give the specific backgrounds being sought for the project manager for that channel. If an individual satisfies the requirements for more than one channel, it is fine to submit that person more than once. Channel 3 specifies the PM as Key, but also look at the other sample skillsets we have provided associated with that Channel. Channel 4 projects tend to be diverse, so only the PM was listed as Key. The individual Task Orders will provide guidance on potential supporting personnel.

7There are only three volumes described in L.8.2, so it is unclear what the fourth volume is referring to in the referenced instruction—please clarify.L.9178L.9 has been updated as there are only 3 volumes. It now only has two volumes. Fix this response.
8If a single client organization is requested to complete a PPQ for more than one Channel, is it possible to have them submit only one and indicate in the transmittal email which Channel(s) it applies to vs. submitting individual versions with the specified extensions? Offerors can simply distinguish between prime and subcontractor categories, rates, and discounts by simply putting in paranthesis the applicable information. For example, Data Analyst (Prime - Company Name).
11Should an offeror win a Sample Task Order, please confirm awarded rates listed in attachment B-1 will be ceiling rates free from any/all discounts.L.9.1Tab D (3)81The awarded rates for the IDIQ will be the rates proposed. 21Will the government please provide more information about the SEC’s SDLC methodology?The SEC Office of Information Technology follows a familiar software development lifecycle as performed in most IT departments, with appropriate technical review boards to provide oversight throughout the lifecycle. The program will provide guidance to the contractors to help guide them through the SDLC.
22Based upon the previous QRADS contract, can you estimate the percentage of time allocated to the development of new models as opposed to the improvement of existing models?It is anticipated that there will continue to be refinements to existing models, as well as the development of new applications. A typical project might be the operationalization of code developed in-house for wider use in the agency. It is difficult to estimate the percentage of time allocated to each.
23How are often are current risk assessment models evaluated, recalibrated, and validated?C.1114There is currently no standard approach or timing to model calibration and validation at the SEC.
24Can you speak to the importance of descriptive statistics, trend analysis, and data visualization and the role each play when developing risk assessment models?C.1114Risk assessment models take into account a number of different factors, of which statistics, trend analysis and data visualization may play a part.
25Are commercial and non-commercial financial data housed within any other environments other than Oracle, Netezza, and/or Hadoop?C.1114Currently, those platforms are housing SEC data.
26QRADS 2018 speaks of expanding streams of commercial and regulatory data. Are these additional streams of data extracted from internal or external sources?C.1214It is anticipated that additional data streams will be both internal and external.
27Is the role of the contractor strictly theoretically and methodologically based, or will the contractor aid in the hands-on implementation of the mentioned activities?C.4.2First18This Channel anticipates hands-on implementation.
28Can you speak to the importance of existing familiarity of Federal securities laws and the role such knowledge plays with respect to the analytic tasks mentioned within Channel 2?Task Order 2 C 1First2The applications developed in this Channel support the mission of the SEC; understanding the role and mission of the SEC (and the related securities laws) would enhance the understanding of the use of the tools being developed as well as the ability to provide suggestions and recommendations for additional features and uses.
29Within Channel 2, the SOW notes that all data sets are housed within databases residing in the SEC network. Are all analyses to be executed within the confines of the SEC network? If so, can you speak to any required trainings, certifications, and/or licensures that are expected to be completed by the contractor prior to accessing data sets residing in the SEC network?Task Order 2All analyses are expected to be conducted within the SEC network. 35If the Offeror and its Subcontractors, or JV and its Subcontractors, mutually agree to one set of fully burdened ceiling labor rates for ALL key and non-key labor categories (as appropriate) inclusive of all contract periods, may Offerors submit a single set of rates?Tab D – Cost/Price Proposal... the Offeror must establish fixed hourly rates using separate rates for each category of labor to be performed by each Subcontractor and for each category of labor to be performed by the Offeror, and for each category of labor to be transferred between divisions, subsidiaries, or affiliates of the Offeror under a common control. The fully-burdened labor rates include all direct labor and indirect costs applicable to that direct labor (such as fringe benefits, overhead, and G&A), and profit.80Yes.

Will the government please clarify whether hard copies are required?

47According to Section L.8.2, paragraph 1 on page 75, "Offerors shall furnish the proposal in three (3) separate volumes for each proposed Channel.

However, in Section L.9, paragraph 1 on page 78, the instructions state that "Offeror's proposals shall consists of four (4) separate volumes for each Channel proposed… Would the government please confirm that there are only 3 volumes (Volume I: General/Cost; Volume II: Technical/Management; and Volume III Small Business Subcontracting Plan)?

48Section L.9.2 (Volume II) Tab A, page 82. The Title of Tab A is: “Cover Letter, Table of Contents and Sheet Identifying Proposed Channel.” The RFP does not provide a description of the Sheet.. Also, the Sheet does not appear in the Volume II Proposal Organization Table in Section L.8.2 on page 77.

What information should this Sheet contain?

In the absence of detailed requirements, will the government please provide the current level of support for each sample task order?

L.9.2 Tab DItem #5All of the task orders except Channel 3 are new projects and do not have existing levels of support. The Task Order for Channel 3 lists the data sets currently being supported under the existing Task Order.
50Whether each sample task order is time & material or firm-fixed price is not clear; more information is needed in order to provide estimated hours pricing.

If the sample task orders will be issued on a time and material basis, then will the government consider requiring vendors to provide only proposed labor categories and rates, rather than estimated hours?

If the government is leaning towards firm-fixed price Task Orders, then will the government please provide more tasking details for the level of effort estimation?

L.9.2 Tab DItem #5The sample tasks are Time-and-Materials. See the contract type in the sample tasks Statements of Work. The SEC requires the submission of labor categories, rates, and estimated hours.

The only sample task that provides a deliverables table is Channel 3. Will the government please provide a deliverables table for the other Sample Tasks so that we may properly scope out the work?

Where appropriate, the SEC has indicated which key personnel/labor categories are necessary, e.g., Project Manager, but even that is a minimal requirement and vendors can and should propose additional key personnel as they see fit.
58Is Agile (i.e. Scrum) the preferred project management methodology?GeneralOne of the strategic initiatives at the SEC is to advance agile project management methodology across the agency, where it can benefit projects and costs. This RFP is designed to provide that opportunity in the QRADS projects.
59Will sample task orders be awarded with the IDIQ contract?RFP Section LetterParagraph 1,2Sample task orders will not be awarded with the IDIQ contract. The government may award one or more task orders very soon after the award of the IDIQ contracts.
60In regards to Attachment 1: Non-Disclosure Agreement (Contractor Entity) (up-dated on November 2, 2017), Addendum One, how will the SEC operationalize the Conflict of Interest (COI) plan for bidders with potential COI issues? Put another way, how will SEC functionally implement COI measures to ensure fair procurement practices are enforced?Any potential conflicts of interest will be evaluated by internal legal staff. The issued RFP will include a conflict of interest clause, and it is the responsibility of the bidder to identify any potential conflicts. All potential vendors will undergo review by the Contracting Officer to determine if there are potential COIs. If that is the case, the vendor may be disqualified, or asked to create a mitigation plan to avoid the conflict. The RFP includes a clause indicating the responsibilities, general rules, and procedures for identifying, evaluating, and resolving organizational conflicts of interest (OCI). An OCI mitigation plan would be required where an actual or apparent OCI is identified. In the event an actual or apparent OCI arises during the performance of the contract, the SEC would work with the contractor and/or contractors to prepare and incorporate an OCI mitigation plan where an adequate plan can be formulated.
61In regards to RFP Section B.4 – Contract Pricing, Paragraph (a), Page 7: “ the Prime Contractor shall establish fixed hourly rates using separate rates for each category of labor to be performed by each Subcontractor and for each category of labor to be performed by the Offeror”, please confirm if the SEC is expecting the offeror to provide separate pricing for the prime and each subcontractorThe government is not expecting separate pricing; however, the government realizes separate pricing may be proposed if the Prime offeror has a subcontractor with different pricing.
62In regards to Attachment L-1 Sample Task Pricing Template, does the SEC expect the response for each sample task order to include rates for all options years on the same basis and hours provided for the base period?Yes.
63In regards to Attachment L-4 “Small Business Subcontracting Plan Format”, would the SEC confirm if these goals apply to the overall IDIQ level or at each individual task order?The goals apply at the IDIQ level.

L9.181Overhead is an accounting term that refers to all ongoing business expenses not including or related to direct labor, direct materials or third-party expenses that are billed directly to customers. In other words, overhead is all non-labor expenses required to operate your business. Examples would be indirect labor, indirect materials, utilities and depreciation. The vendor determines its overhead; therefore, it is the vendor's responsibility to determine what costs are considered overhead. If the vendor has an approved accounting process that is in compliance with Cost Accounting Standards (CAS) as required by the solicitation this should be simple for the vendor to determine.
96Tab C - Technical Approach states "The Offeror shall propose an approach to successfully perform the scope of the IDIQ and all requirements of the sample task order."

In reference to the "scope of the IDIQ", is the Vendor expected to propose an approach to only the Scope section (i.e. C.4.4.1 Scope on pg. 20) of the Channel scope or is the Vendor expected to propose an approach that meets each of the Task requirements (i.e. C.4.4.2 Tasks)? Due to the strict page count limit, this will help the Vendor clarify which specific requirements we need to address.
