Keep in mind that the rates should be the same at the task order level as they are at the IDIQ level unless the offeror is providing the government with a discount off of their rates at the task order level. Additionally, if the prime and subcontractor/s choose to use the same labor categories and rates as each other, that is also acceptable and should just be noted in the price proposal or pricing template that the prime and subcontractor will abide by the same rates and labor categories. | |

But the last sentence in Tab B - Corporate Experience states "demonstrated commitment to the data analytics, database management, and data development work described in the IDIQ scope." The reference to Data Analytics, Database Management and Data Development implies that the Contractor should provide Corporate Experiences related to all IDIQ Channels scope (e.g. Channel 4 is focused on Data Analytics and not Database Management and Data Development).
Question:
• Should the contractor still focus the Corporate Experience only on the respective Channel being proposed? Or, focus on both the Channel being proposed and all Channels scope including Data Analytics, Database Management and Data Development?
| Offerors should be focusing on the Channel being proposed as it would not be useful to the government to have an offeror address areas that are not covered by the Channel to which they are proposing. | ||||

Questions:
a. “The separate subcontractor cost proposal must be as detailed as the Offeror’s cost proposal..” Does this mean if a subcontractor does not want to share its proprietary indirect rates with the Prime Offeror, the subcontractor must submit a separate proposal in accordance with all of the requirements in Section L.9.1 for Tabs A, B, C and D?
b. Will the Government please clarify exactly what must be submitted by the subcontractor from the requirements presented in the RFP, Tabs A, B, C and D if a subcontractor wants to simply submit proprietary indirect rates directly to the Government?
c. Must a subcontractor submit indirect rate information regardless if only one set of blended pricing rates will be proposed by the Prime Offeror? a. and b. The government expects the subcontractors at a minimum to identify that they are a sub, the prime contractor, the Channel to which the price proposal is in response to, and Attachment L-1 which will include their proposed rates. c. No the subcontractor should not submit indirect rate information if only one set of blended pricing rates will be proposed by the Prime Offeror.
