Prospective Offerors:
The Office of Acquisitions (OA), within the U.S. Securities and Exchange Commission (SEC), is pleased to present this solicitation for Quantitative Research Analytical Data Support (QRADS). You are hereby advised that this solicitation is Subject to the Availability of Funds.
As reflected in the attached solicitation, the QRADS acquisition strategy will be based on a full and open unrestricted track for Channels 2 through 5 identified below and a small business set-aside for Channel 1 identified below:

This Request for Proposals will result in multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts that will be competitively selected in each of the above Channels.
Offerors may submit proposals in more than one Channel. The SEC anticipates selecting a minimum of two contractors for award in each of the five Channels. However, the Government reserves the right to change the minimum number of contractors at the time of award.
Five sample tasks (one per channel) are included in this solicitation for the purposes of evaluation and will result in multiple awards to the successful offerors at IDIQ award.
This Request for Proposals will result in IDIQ contracts with task orders funded either as Time-and-Materials (T&M) and/or Labor and Hours (L&H) or Firm-Fixed-Price (FFP) awards.
Each IDIQ contract holder will be eligible to compete for task orders above the micropurchase threshold until the shared ceiling is reached unless a fair opportunity statutory exception applies.
Industry Day was held November 2, 2017. The Request for Proposals will address all of the specifics associated with this requirement. If additional clarification is needed, please submit questions by email to QRADS2@sec.gov in accordance with the below paragraph.
Offerors are encouraged to submit questions as early as possible, and not later than 12:00pm EST on January 3, 2018. Questions submitted after the specified date/time may not be addressed. Offerors will not receive individual replies, however the questions will be summarized (without identifying the Offeror), and the answers posted, on the Government-wide Point of Entry, FedBizOpps (FBO) at www.fedbizopps.gov. Offerors should frequently visit the FBO website for answers to questions, updates and amendments.
Telephone inquiries will not be accepted.
In addition to regularly checking the FBO website for important new information, Offerors are encouraged to register to receive email notifications by going to the FBO page for RFP No. 50310218R0002for QRADS, clicking on the "Watch This Opportunity" link, registering for an account to login, and following the instructions. Offerors may also join the Vendors List by clicking on "Add Me To Interested Vendors" link and following the instructions.
Proposals are due by 12:00pm EST on February 9, 2018. The SEC will not pay for any costs incurred in the preparation or submission of questions or proposals. Please be sure to read the amendment to the solicitation in its entirety as numerous changes have been made throughout the solicitation and its attachments that require your attention. The SEC bears no responsibility for data errors resulting from transmission or conversion processes.
