About this file

This is an Addendum document issued by Whittington Architects Inc. for Grambling State University's reroofing project of Carver Hall Annex located in Grambling, Louisiana (Project No. 01-107-24-05, F.01004636). The project encompasses selective demolition, removal of deteriorated materials, installation of roofing insulation, SBS modified bitumen roofing system, sheet metal flashing and trim, and related work. Three unit-price line items are included: additional interply roofing membrane (500 square feet), replacement of deteriorated wood nailers and blocking (100 linear feet), and extension of vent pipes (8 each). Electronic bids are due July 2, 2026 at 2:00 PM Central Standard Time with public bid opening via Zoom at 2:05 PM CST. Site visits are encouraged and should be coordinated with Facilities Management or the Purchasing Department at 318-274-3238. Contract completion must occur within 120 consecutive calendar days from Notice to Proceed. Addendum No. 1, issued June 26, 2026, specifies that the project is tax-exempt, requires submission of a Unit Price Form with bids, mandates a new curb for mechanical equipment, requires existing gutters and downspouts to remain with new coping matching existing specifications, and designates U.S. PLY as the state-approved manufacturer with specific Duraflex SBS modified bitumen roofing materials detailed by ply type, thickness, weight, and composition.

Pricing must be quoted on a firm, net, F.O.B. Grambling State University Destination basis, inclusive of all labor, materials, equipment, tools, permits, taxes, shipping, and related costs. A bid bond equal to five percent of the total bid amount is required, transitioning to a performance bond of 50 percent of contract price upon award. Payment terms are Net 30 following receipt and approval of properly executed invoices on a 90/10 schedule, with ten percent retained until the contractor provides a clear lien certificate from the Lincoln Parish Clerk of Court. Liquidated damages are assessed at $300 per day for delays beyond the completion date. The contractor must be licensed under Louisiana Act 377 and maintain Workers Compensation insurance, Commercial General Liability at $1,000,000 minimum per occurrence, and Automobile Liability at $1,000,000 combined single limit, with Grambling State University named as additional insured. The contractor must record the contract with the Lincoln Parish Clerk of Court and provide proof of filing. The project is exempt from Louisiana state and local sales and use taxes, and the initial contract period does not exceed 12 months unless renewal terms are specified.
