About this file

This is an Addendum #2 document for a sealed bid solicitation issued by Louisiana Tech University's Office of Purchasing for inspection and preventative maintenance services for building emergency generators and associated transfer switches. The solicitation covers 35 active generator locations across multiple campus facilities, with generators ranging from 10 to 610 kilowatts from manufacturers including Generac, Cummins, Marathon, Kohler, and Caterpillar. The scope of work includes one annual inspection and preventative maintenance service, one semi-annual inspection and preventative maintenance service, and 24/7 emergency repair services on an as-needed basis. Services encompass battery replacement and testing, fuel system maintenance, oil changes, coolant flushing, load bank testing, and operational testing. Bids are due September 21, 2026 at 2:00 PM. The award will be a single vendor under a blanket purchase order effective October 1, 2026 through September 30, 2027, with options to renew for two additional one-year periods by mutual agreement. Site visits are encouraged by contacting the Director of the Physical Plant, and no formal pre-bid conference has been scheduled.

Vendors must provide per-unit annual pricing for both inspection frequencies at each location, fixed hourly labor rates for normal business hours (Monday-Friday, 8:00 AM to 5:00 PM), overtime rates for outside-hours work, and weekend/University-holiday rates, with an emergency call-out fee potentially applicable. All parts must be original equipment manufacturer (OEM) parts, with the vendor responsible for parts disposal and maintaining access to major repair parts within 24 hours. Bid prices must remain firm for a minimum of 30 days from bid opening and shall include all costs for inspections, preventative maintenance, parts, labor, travel, per diem, and lodging. Vendors must hold a current Louisiana commercial contractor license with an Electrical Classification Type designation and provide evidence of compliant insurance coverage including Commercial General Liability, Automobile Liability, Workers' Compensation, Professional Liability, and Cyber Liability prior to award. A bid bond equal to five percent of total inspection pricing is required. The University reserves the right to add or remove service locations, with supplemental pricing required for newly installed generators.
