About this file
This is Amendment Two to Invitation to Bid #50-49500-24-01989 issued by the New Mexico State Purchasing Division for the New Mexico Spaceport Authority's Spaceport Hangar and Payload Facility project. The amendment extends the bid opening date from February 24, 2025 to February 26, 2025 and provides access to geotechnical and CAD files. The project involves construction of a 156' x 156' fabric hangar (minimum R-8-10 insulation) designed to fit 737 MAX and A320 aircraft, including concrete pad, apron, taxiway, drainage systems, water/sewer infrastructure, and modular buildings. Key components include a hangar door opening of 32' x 125', office and restroom modular units, and associated site work. The contractor must have GB-98 and GF-01 licenses.
The bid includes 77 line items with two pre-set amounts: $162,500 for mobilization/insurance/bonds and $51,500 for demobilization/closeout. There are two allowances: $10,000 for underground utility relocation and $60,000 for construction contingency. The project offers both New Mexico Resident Contractor Preference (5%) and Resident Veterans Preference. Electrical, interior plumbing, HVAC and fire suppression have been contracted separately by the owner. The project is funded by the State of New Mexico through the New Mexico Spaceport Authority.

The following are submitted Questions and Answers* regarding the project:
*"NMSA Provided", refers to the specification added by the owner (NMSA), not the engineer.
Question Response

Please clarify who is responsible for furnishing the fabric structure and who is responsible for installing the fabric structure. If the GC is supplying the structure is it acceptable to use another manufacturer?
Division 13 specifications outline NMSA's requirements. Per SECTION 13120 1.02B, the Contractor must procure the temporary fabric hangar directly from the manufacturer, including required manufacturer installation. Installation by any other party is not permitted. SECTION 13120 1.12 lists the Owner’s preferred manufacturers

Refer to SECTION 13120 1.11 – ENGINEERED DESIGN CRITERIA.
12 A 156' x 156' structure is not a common size. Will a
160' x 160' structure be acceptable?
Yes.
13 Does the structure need to be insulated? Yes, refer to SECTION 13120 1.09 – THERMAL INSULATION
REQUIREMENTS.

1.03 – SUBMITTALS.
15 What is the minimum size of the hanger door? Refer to question 7.
16 Can you tell us the building code, wind speed and snow load this needs to be designed to?
Refer to question 11.

DocuSign system.
B. Obtaining paper copies
At any time up to twenty (20) calendar days following your use of DocuSign to electronically sign a document, you may request a paper copy of any record provided or made available electronically to you by GSD. You will have the ability to download and print documents SONM sends you through the DocuSign system during and immediately after the signing session and, if you elect to create a DocuSign account, you may access the documents for a twenty (20) calendar day period after such documents are first sent to you. Following the twenty (20) day period, if you want GSD to send you paper copies of any such documents from GSD's office, you will be charged a $1.00 per-page fee plus postage. You may request delivery of such paper copies from GSD by following the procedure stated in Section H, below.
C. Withdrawing your consent
If you decide to receive notices and disclosures from GSD electronically, you may at any time change your mind and inform GSD you want to receive required notices and disclosures only in paper format. The procedure concerning how you may inform GSD of your decision to receive future notices and disclosures in paper format as well as withdraw your consent to receive notices and disclosures electronically is stated in Section D, immediately below.
D. Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the speed with which GSD will be able to complete certain steps in specific transactions and deliver paper copies to you. GSD will need: (1) to send the required notices or disclosures to you in paper format; and (2) wait until GSD receives your acknowledgment of your receipt of such paper notices or disclosures. Further, you will no longer be able to use the DocuSign system to receive required notices and consents electronically from SONM or to electronically sign documents generated and sent to you from SONM.

E. All notices and disclosures will be sent to you electronically
Unless you inform GSD otherwise according to these procedures, GSD will electronically provide you through the DocuSign system all required notices, disclosures, authorizations, acknowledgements and other documents that are required to be provided or made available to you during the course of your electronic signature relationship with SONM. To reduce the possibility of inadvertent non-receipt, GSD prefers to provide all required notices and disclosures by the same method and to the same email or physical address that you furnish to GSD. Thus, you may receive the disclosures and notices electronically or in paper form. If you do not agree with this procedure, please inform GSD according to the procedures stated in Section I, below.
Please also refer to Section D, immediately above, which states the consequences resulting from your declination of electronic delivery of notices and disclosures.
