About this file

This document is an Invitation to Bid (ITB) for a Statewide Price Agreement for the distribution of food during a specified event issued by the New Mexico General Services Department. The intent of the Price Agreement is to allow multiple state agencies to reimburse participating Food Banks for administrative costs of distributing food and water during disaster and emergency declaration or situations of distress. The Price Agreement term is for one year with three optional one-year renewals. Participating Food Banks must meet minimum requirements such as maintaining appropriate facilities and personnel, records, and coordination with the New Mexico Department of Homeland Security and Emergency Management. The Food Banks will receive, store, pack, and deliver purchased or donated food and water, including fresh produce, to designated distribution sites for impacted New Mexico residents. State agencies will purchase food and make delivery arrangements, while the Food Banks will invoice the state for reimbursement of allowable costs up to $9.25 per delivered food box.

The ITB does not qualify for resident business or veterans' preferences as it may involve federal funds. Bidders must submit their bids electronically through the eProNM system by the October 15, 2024 deadline. Multiple awards may be made to meet the best interests of the State of New Mexico. Pricing terms include an escalation/reduction clause, and Food Banks may request pre-approval for additional food purchases and disposal of spoiled, damaged, or unusable items.
