About this file
This is a Special Project Requirements document for Montgomery County, Pennsylvania's Weapons Training Facility Exterior Painting project. The scope of work encompasses a comprehensive restoration of the facility's exterior facade, including repainting of exterior concrete last painted in 2016 and metal siding that has not been painted since the facility's 2007 construction. The project addresses faded paint due to sun exposure, lead dust staining around the dust collector unit, and cracking and spalling of concrete panels. Prime contractors are required to perform all work during regular County business hours of 7:00 A.M. to 3:30 P.M., Monday through Friday, with advance notice and written approval required for any work outside these hours. The contractor must maintain the work site and surrounding area free from waste materials and debris, removing all debris in a timely manner.
The contractor bears responsibility for submitting all applicable permit applications and fees per Plymouth Township's commercial permit requirements and must utilize e-Builder/Unity Construct, the County's construction management software platform, for the duration of the project. Contractor responsibilities include developing and enforcing an OSHA-compliant job site safety plan, maintaining a master project schedule, managing subcontractors, conducting quality assurance, preparing all submittals and pay requests with certified payrolls, providing all means for safe access including personal protective equipment and equipment rentals, and coordinating final inspections and closeout procedures. An allowance for unforeseen conditions is included in the contract sum and controlled by the County, with costs for design, products, delivery, installation, labor, insurance, payroll, taxes, bonding, differing site conditions, and equipment rental eligible for authorization. All products and manufacturers listed are basis of design specifications; substitutions require County approval per established product substitution procedures.
