RFP Evaluation Scoresheet - Vanguard Academy Employee Benefits Insurance
This document is an RFP evaluation scoresheet for Solicitation #VAN 2026-10, issued by the State of Utah Division of Purchasing on behalf of Vanguard Academy, for comprehensive employee benefits insurance programs. The procurement seeks proposals for medical coverage (including HSA-qualified and non-HSA plans), dental, vision, short-term disability, basic life insurance, and voluntary benefits (Accident, Critical Illness, Hospital Indemnity, Long-Term Disability, and Extended Life). Proposals were due November 10, 2026, at 5:00 PM Mountain Standard Time. The evaluation process consists of three sequential stages: Stage 1 addresses nine mandatory minimum requirements including complete documentation submission, cost proposal completion, coverage of all required benefit lines, adherence to the employer contribution structure, HSA-HealthEquity compatibility certification, implementation timeline with clear milestones, and proof of carrier licensure in Utah. Proposals that fail to meet all Stage 1 requirements are not eligible to advance.
Stage 2 evaluates eight scoreable service criteria weighted to comprise 75 percent of the total evaluation score (375 points possible), including the ability to meet requirements and plan design (10 percent), medical network and market strength relative to the incumbent SelectHealth (15 percent), carrier preference for SelectHealth (10 percent), customer service and claims administration (15 percent), enrollment and technology integration capabilities (10 percent), voluntary benefits offerings (5 percent), carrier stability and qualifications (5 percent), and rate stability and contract terms (5 percent). Proposals must achieve a minimum of 60 percent of service points (225 points) to advance to the final cost evaluation stage. Stage 3 assigns the remaining 25 percent of evaluation points (125 points) based on cost, with the lowest-cost proposal among those meeting a 90 percent plan equivalency threshold receiving full cost points. Plan equivalency is determined by scoring coverage elements—including deductibles, out-of-pocket maximums, copays, coinsurance, prescription drug coverage, dental, vision, and short-term disability benefits—against Vanguard-established benchmarks. Award eligibility requires successful completion of Stages 1 and 2 with the minimum service point threshold met.
