Proposal Evaluation Criteria
Factor 1. Past Performance Past performance is a measure of the degree to which the quoter (including major subcontracts) has satisfied previous customers and complied with Federal, State and Local laws and regulations. The Government may contact references to assess the quality of the contractor’s work, timely completion, project management, and compliance with regulatory requirements. The Government will consider the currency and relevance of the information, source of the information, context of the data and general trends in contractor performance. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the quoter’s past performance.
In the past performance evaluation, the Government may use information from sources other than the quoter’s technical information. When no information is available, the offeror will not be evaluated favorably or unfavorably on past performance.
Factor 2. Technical Experience The Government will assess the specialized experience and skill of the contractor with a focus on experience that is relevant to the specified project. Type, size, and relevance of projects shall be considered as part of this evaluation.
Contractor’s qualifications may be used in determining the best value to the government. Submit qualifications including certification as a CSSB member installer if applicable.

A. Installer Qualifications:
1. One or more of the following:
a. CSSB member installer
b. Contractor having successfully completed at least 1 project installing a cedar shake roofing system.
Factor 3. Price The quotes will be evaluated for price reasonableness in accordance with FAR 13.106-3(a) and will be weighed in conjunction with the technical factors to determine the quote offering the best value to the government.
