About this file
This is a Scope of Work document and Invitation for Bids (IFB) issued by the State of Utah Division of Wildlife Resources in partnership with the U.S. Forest Service for lop and scatter services on the Raft River Habitat and Vegetation Project located on the Sawtooth National Forest in Box Elder County, Utah. The project encompasses approximately 1,251 acres of pinyon and mahogany ecosystems east of Yost, with elevations ranging from 6,300 to 7,800 feet and slopes between 10-50%. The scope of work requires contractors to perform hand-thinning and removal of encroaching juniper trees, cutting all live or dead juniper except those exhibiting old-growth characteristics, with treatment boundaries located by GPS rather than flagging. The primary project objectives include reducing competition within forest ecosystems, maintaining appropriate big game forage, improving pinyon woodland health, and reducing hazardous fuel loading. The project performance period runs from May 1 through June 26, 2026, with a bid due date of April 16, 2026. No mandatory site visit is required. Award will be made to the lowest cost responsive and responsible vendor on a lowest-cost-per-acre basis, and no specific contract award date or renewal options are disclosed.
Participation in this solicitation is strictly limited to prequalified contractors currently listed on the State's pre-approved/pre-qualified vendor list; open bidding is not permitted. Pricing will be determined competitively based on per-acre bids, with no budget range or specific award value disclosed. Contractors must guarantee their pricing through project completion and agree to payment within thirty days of receipt of a correct invoice. Contractors are required to maintain workers' compensation and commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate, comply with all applicable federal and state laws, maintain records for at least six years following final payment, comply with Status Verification System (E-Verify) requirements, maintain non-debarment certification status, and certify compliance with Utah Code Annotated provisions regarding anti-boycott certifications and forced labor restrictions. Contract performance will be evaluated using a standardized form assessing quality, timeliness, and contract management on a scale of 1-5 with an overall rating out of 100 points; vendors must maintain a minimum average performance score of 60 to remain on the pre-qualification list for future projects.
