A mandatory virtual pre-bid meeting was scheduled for March 11, 2026, at 10:00 a.m. CT, with a virtual bid opening on March 20, 2026, at 10:30 a.m. CT. The anticipated contract award date is April 27, 2026, with work commencing May 26, 2026, following approval by the Regional Office of Education and submission of required documentation. The project is divided into two phases with substantial completion dates of August 7, 2026 (Phase 1) and December 18, 2026 (Phase 2), with final completion deadlines of August 14, 2026, and December 31, 2026, respectively. The contractor must maintain the existing Simplex intercom/clock system in parallel operation throughout construction and include all costs for overtime, shift work, weekend work, and custodian services required to meet the critical schedule.

A bid guarantee of ten percent of the base bid amount is required, submitted as either a bid bond or cashier's check payable to School District U-46 prior to the virtual bid opening. Performance and Payment Bonds equal to 100 percent of the contract sum are required upon award. The project is subject to the Illinois Prevailing Wage Act (820 ILCS 130), with all contractors and subcontractors required to pay prevailing wages and submit certified payrolls to the Illinois Department of Labor. The base bid includes a $200,000 general allowance, with unit pricing required for intercom and clock unit devices at specified rates per device. Liquidated damages of $1,000 per calendar day are assessed for failure to achieve substantial completion by the specified dates. The contractor must be bondable, maintain a minimum of five years' experience with the Telecor eSeries system, be Telecor-certified, have completed at least three successful Telecor eSeries installations, and provide references. All contractor personnel are required to undergo background checks and be registered in the School District U-46 Raptor system before accessing the site. A two-year warranty on all parts and labor is required, with system manufacturers providing a minimum 25-year warranty on the structured cabling system. The project is funded by School District U-46 and will result in a fully operational network-based communications platform supporting emergency announcements, bell scheduling, zone paging, digital message boards with countdown timers synchronized to the District's NTP signal, and integration with building safety systems.

INSTRUCTIONS TO BIDDERS A2 - 7

irregularity, or qualifications in the Bids received whenever such rejection or waiver is in the best interest of the Owner.

The Owner also reserves the right to reject the Bid of any Bidder who:

▪ Has previously failed to perform properly.

▪ Has failed to complete on time Contracts of similar nature.

▪ Is not in a position to perform the work required promptly.

▪ Has habitually, and without just cause, neglected the payment of bills or otherwise disregarded his obligations to subcontractors, materialmen and/or employees.

In determining the lowest responsible Bidder, the following elements, in addition to those heretofore mentioned, will be considered, whether the Bidder involved:

▪ Maintains a permanent place of business.

▪ Has adequate plant, equipment and men available to do the work properly and expeditiously.

▪ Has suitable financial resources to meet the obligations incidental to the work.

▪ Has the appropriate technical experience, qualified project management and project superintendent personnel.

The Owner reserves the right to consider as unqualified to perform the General Contract Work any Bidder who does not habitually perform with his own forces at least one major trade (e.g., cast-in-place concrete;

The ability of a Bidder to obtain a Performance and Payment Bond shall not be regarded as the sole test of such Bidder’s competency or responsibility.

EXECUTION OF CONTRACT

Subsequent to the award and within ten days after the Agreement forms are presented for signature, successful

Bidder shall sign the Agreement and deliver it to the Owner via Mechanical Services Associates Corp. in such number of counterparts as the Owner may require. The Agreement will be on AIA Document A101, 2017

Edition.

Having satisfied all conditions of the award as set forth elsewhere in these Documents, successful Bidders shall, within the ten days specified above, furnish a Performance and a Labor and Material Payment bond each in the amount of the Contract as awarded, as a security for the faithful performance of the Contract, and for the Payment of all persons, firms, or corporations to whom the Contractor may become legally indebted for labor, materials, tools, equipment, or services, of any nature, employed or used by him in performing the work. Such bonds shall be in the form of AIA Document A312 and shall bear the same date as, or a date subsequent to date of Contract Agreement.

Each Bidder must be bondable at time bids are due, and he shall so state in his bid. The failure of successful

Bidders to execute such Contract and to supply the required Bonds within ten days after the prescribed forms are presented for signature or if bonding company finds that a Bidder is NOT bondable, shall constitute a default, and the Owner may either award the Contract to the next responsible Bidder or re-advertise for Bids, and may charge against such Bidder the difference between amount of his Bid and amount for which the

Contract for the work is subsequently executed, irrespective of whether the amount thus due exceeds amount of his Bid Guarantee.

END OF INSTRUCTIONS TO BIDDERS
