About this file
This Scope of Work document outlines Marion County Information Technology's (MCIT) requirements for replacing the outdoor sound system at Veterans Memorial Park in Florida. The project involves installing a professional-grade zero-ohm speaker system with amplifiers and accessories to provide uniform sound coverage throughout the park, excluding the pavilion area. The system must deliver a minimum average of 85 dB SPL, eliminate vibration and feedback issues, and comply with IP65 ingress protection standards for all exposed equipment. All speakers must be outdoor-rated, UV-resistant, and heat-tolerant with an expected lifespan of at least 10 years, backed by a minimum one-year manufacturer warranty and one-year labor warranty from the vendor. The system must be fully installed, tested, commissioned, and operational by May 15, 2026, for first live use on May 25, 2026. Vendors must use existing poles and wiring where possible, provide a detailed diagram of proposed speaker placement with a sound pressure level heat map, and coordinate with the pavilion's portable live event system to prevent echo or feedback issues.
Vendors must submit comprehensive quotes including a detailed parts list with specifications, labor costs, delivery costs, cable replacement pricing per foot, a proposed speaker placement diagram with heat map, and the last date for receiving a purchase order while guaranteeing completion by May 15, 2026. Additional vendor responsibilities include testing and certifying existing cabling, obtaining county approval for subcontractors, holding current state licenses and insurance, managing all permitting in the county's name, bearing all freight and delivery costs, maintaining safe jobsite conditions, handling disposal of old equipment, and providing two business days' notice for inspection sign-offs. The quote must account for all Federal, Florida State, and Marion County codes compliance. Payment terms and schedules are to be included in the vendor's proposal.

Marion County Parks and Recreation’s Veterans Memorial Park Outdoor Sound System Replacement
Quote Request
Marion County Information Technology (MCIT) seeks a qualified Vendor to replace the existing speakers at Veterans Memorial Park.
The new speakers must:
Provide uniform sound coverage throughout the park excluding the pavilion.
Eliminate vibration noise, echo, and feedback issues.
Deliver full-range clarity with minimum average of 85 dB SPL across the designated park.
Remain fully operational and live during rain weather events.
o All speakers must be outdoor-rated.
o All exposed equipment shall comply with ingress protection standards in accordance with International Electrotechnical Commission IEC 60529.
o Minimum rating: IP65 for exposed equipment.
o UV -resistant and heat tolerant.
Requesting a professional grade zero-ohm system and would need amplifiers/accessories to accomplish this. Include overdrive protection to protect the system.
Have an expected life span of at least 10 years with at least 1 year manufacture warranty and 1 year labor from vendor.
Vendor expectations:
Vendor must test and certify existing cabling and replace if not up to standard.
Vendor must provide final diagram of speaker placement and alignment along with final SPL heat map of installed system.
Vendor will be responsible for disposing of old equipment.
Hold a current state license and insurance.
Provide all permitting in the County’s name.
Include all freight and delivery costs.
Follow all Federal, Florida State, and Marion County codes.
Maintain safe jobsite conditions (cones, signage, barriers).
Repair or replace any County property damage at Vendor expense.
Clean the jobsite daily.
Provide two (2) business days’ notice for inspection sign-offs.
Obtain County approval for subcontractors.
Provide updates on equipment orders and delivery status.
Submit written Change Orders through MCIT.
The system must be fully installed, tested, commissioned, and operational no later than May 15, 2026, for first live use on May 25th, 2026.
Below is an aerial of the area showing the location of current pole placement. The vendor should use existing poles and wiring. The number of speakers on each pole and the direction they face will be up to the vendor in order to cover the area with sound.
The vendor should keep in mind that certain events will occur at the pavilion, and a portable live event system is used. Both systems would need to work in conjunction with each other and not cause echo or feedback. We suggest that no speakers face the pavilion.
Quote must include:
Detailed parts list including make, model, and price per item.
Spec sheets for all equipment.
Labor cost.
Any delivery costs.
Cost per foot to replace existing cabling (in case any cable needs to be replaced).
Diagram of proposed speaker placement/alignment with heat map.
Last date to receive PO and still guarantee completion by May 15th.
Payment schedule.
