About this file
This document is a Professional Services Contract between The Harris Center for Mental Health and IDD, a Community Center and Agency of the State of Texas, and an unnamed contractor for Pharmacy External Drug Dispensing Services. The contract is effective from the date of full execution until August 31, 2026, with four potential one-year renewal options. The contractor will provide pharmacy services for consumers throughout Houston locations, filling Medicare Part D and other third-party prescriptions. The pharmacy will bill the consumer's third-party plan primarily, with The Harris Center paying co-pays and deductibles up to $25.00 per prescription.
The contract specifies that the rates for Medicare Part D prescriptions are dictated by individual Medicare Part D plans and negotiated directly between the plan and the pharmacy. The Harris Center is only responsible for co-pays and deductible expenses, which must be applied toward the True Out of Pocket Expenses (TROOPE). For non-Medicare Part D drugs not covered by Medicare, The Harris Center will pay up to $25.00 per prescription if stamped for approval. The contractor must provide detailed electronic claim submissions, including information such as drug name, prescriber details, member information, and billing amounts. Performance requirements include accurately filling prescriptions, providing on-call pharmacist access, offering daily delivery to clinics, and maintaining weekend pharmacy hours.
