About this file

This is a Request for Quote (RFQuote) issued by Houston Community College's (HCC) Procurement Operations Department for holiday decoration installation services at the Central and Central South campuses. The solicitation seeks a vendor to provide Christmas-themed holiday decorations, including installation by November 3, 2025, removal by December 19, 2025, storage, and maintenance of decorative items at specified campus locations. The anticipated contract is a one-year agreement with four optional renewal years, and vendors are required to submit quotes by August 15, 2025, at 2:00 PM CST through the HCC Bid Portal.

The pricing structure requires vendors to provide a total proposed price for campus holiday decoration services, including installation, removal, storage, and maintenance, along with hourly labor rates and storage costs. Vendors must submit a bill of materials and product catalog with published prices, offering a fixed percentage discount on catalog items. The college emphasizes its Small Business Development Program, encouraging participation of local certified small businesses. Additional requirements include providing insurance coverage with minimum limits of $1,000,000 for various liability categories, and vendors must be specialists with at least five consecutive years of experience in holiday decoration services. The solicitation allows for potential future expansion to other HCC locations and reserves the right to award multiple contracts.
